Position Summary

Responsible for leading and directing the daily functions of the Human Resources Department to ensure all functions are operating efficiently. Assist the Director of Human Resources with the development, implementation and administration of all Human Resources activities. Ensure departmental services exceed Guest and Team Member expectations, while consistently living and promoting established service standards.

Essential Functions

• Manages the daily operations and administrative responsibilities of the Human Resources Department.
• Participates in developing department goals, objectives, and systems. Manages the implementation of all Human Resources activities and practices.
• Develops methods to improve Human Resources policies, processes, and practices and recommends changes to the Director of Human Resources.
• Conducts annual surveys, monitors the performance evaluation program to ensure effectiveness, compliance and equity and suggests revisions as necessary.
• Manages all Team Member relation issues, is available to meet with Team Members and take their statements, complaints, or hear concerns. Conducts and documents investigations in a timely manner.
• Assists and advises managers and recommends action regarding corrective actions, work improvement plans, performance reviews/evaluations and terminations to ensure compliance with employment laws, regulatory requirements, internal policies and procedures and Chinook Winds Casino Resort initiatives and organizational goals.
• Reviews and signs off on all performance reviews/evaluations, Team Member corrective actions, work improvement plans, and terminations.
• Serves as a liaison between management and Team Members by handling questions to help resolve workplace problems. Provides Human Resources support to team members at all levels.
• Become a business partner to managers by understanding the organizational structure of all departments.
• Oversees unemployment claims and hearings, new Team Member orientation, HRIS, HR Generalists, the HR Administrative Assistant, Team Member relations counseling and exit interviews.
• Keeps the Director of Human Resources informed of significant problems that jeopardize the achievement of Chinook Winds Casino Resort goals or are not being addressed adequately at the line management level.
• Represents Chinook Winds Casino Resort at personnel related hearings, investigations, and on committees, as assigned by the Director of Human Resources.
• Compiles statistical reports concerning personnel related data to identify and determine causes of personnel problems, trends in turnover and make recommendations for improvement of personnel policies and practices. Compiles and presents the Tribal Tracking Report to the GM in a timely manner &/or on request.
• Conducts the weekly Human Resources Department meeting, in the absence of the HR Director.
• Ensures the execution of service expectations and core values.
• During an HR Generalist – Training absence, fills in as the primary training instructor.
• Ensures that all internal and external Guests feel welcome and are given responsive, friendly, and courteous service at all times.
• Works with the Director of Human Resources in developing all long- and short- term goals and developing and executing the Human Resources Department budget and MBOs.
• Develops, implements, and maintains the Human Resources policies and procedures and evaluates goals, objectives, programs, promotions, budgets, policies, and procedures for the Human Resources Department.
• Assists the Director of Human Resources with the Chinook Winds Mentor/Protégé Program, as needed.
• Manages HR staff during the shift and ensures appropriate professional standards of behavior, work standards, productivity, practices, and internal service is ensured.
• Monitors company-wide staff performance in relation to Guest service standards to ensure related Chinook Winds Casino Resort goals are achieved.
• Ensures the Human Resources scheduling and staffing is sufficient.
• Completes, monitors, and develops staff through evaluation and development plans.
• Mentors, trains, and develops staff as it relates to service and sales.
• Trains and coaches HR staff in related areas and monitors their progress.
• Develops and maintains a teamwork environment.
• Handles all personnel issues in a timely manner, according to Chinook Winds policies and procedures.
• Develops, implements, and monitors programs that ensure a safe, clean facility and work environment that is in compliance with all appropriate regulations.
• Keeps current on trends within the hospitality, convention, restaurant, vacation, and travel industries.
• All other duties as assigned.

Education

• High School Diploma or GED.
• BA in Business Management, Business Administration or Human Resources Management.

Experience

• Six years of Human Resources Management experience to include recruitment, compensation, Team Member relations, unemployment, benefits and training.
• Experience working for a Tribal Casino highly preferred.

Computer Skills

• Microsoft Office intermediate level to include Word, Excel, Outlook and Access.
• Proficient (or the ability to quickly learn) advanced HRIS systems.
• Intermediate to advanced use of PowerPoint. A ten (10) minute skill test presentation is required as part of the interview process, with unanimous panel agreement necessary to move forward in the process.

Certificates & Licenses

• Must obtain a Siletz Tribal Gaming License.
• Valid driver license.
• SHRM-CP, SHRM-SCP, HRCI PHR or HRCI SPHR certification preferred, one of which must be obtained within two (2) years of start date, if not already in possession, and continuously retained as a condition of employment. THRP certification suggested but doesn’t apply due to the current ease to obtain.

Work Environment

Work will take place in an office environment with occasional exposure to a busy resort gaming environment with multiple distractions, loud noises and a smoking section. The noise level in the work environment is usually quiet to moderate.

Working Conditions

Conditions of employment include passing a pre-employment drug screen, a background investigation, and completing a 180-day introductory period. Occasionally the work environment will be in locations exposed to smoke and the associated effects.
