Job Description
Brandy Rice with the Forum Group PNW is working with a stable long standing client in Eugene to help them find an HR Manager to take ownership of HR operations and payroll. This is an independent, hands-on position for someone who is comfortable balancing day-to-day employee needs with broader HR responsibilities.
As the organization's primary HR resource, this individual will work closely with employees, managers, and leadership while overseeing payroll, employee relations, benefits, recruiting support, compliance, leave administration, performance management, and HR documentation.
This role is well suited for an HR professional who enjoys variety, operates with a high degree of independence, and is comfortable being the go-to person for HR questions and employee matters.
What You'll Be Responsible For
Employee Relations & Management Support
- Serve as a trusted HR resource for employees and managers across the organization.
- Advise managers on employee concerns, attendance, performance issues, policy interpretation, and corrective action.
- Handle workplace complaints and conduct employee investigations when necessary.
- Assist management with performance improvement plans, disciplinary documentation, terminations, and other employee actions.
- Coordinate performance review activities and help managers navigate performance conversations.
- Recognize recurring employee relations issues and work with leadership to develop practical solutions.
- Conduct exit interviews as appropriate and support the employee separation process.
Payroll & Employee Records
- Process weekly payroll through Paylocity, ensuring payroll is complete, accurate, and submitted on time.
- Review timekeeping information and resolve discrepancies prior to payroll processing.
- Maintain employee pay information, deductions, taxes, garnishments, reimbursements, bonuses, PTO, and benefit deductions.
- Update payroll and HRIS records for new hires, terminations, transfers, promotions, and compensation changes.
- Review and reconcile payroll reports before final processing.
- Coordinate year-end payroll activities and review W-2 information prepared through Paylocity.
- Maintain accurate and confidential employee and payroll records.
Benefits, Leaves & Employee Support
- Work closely with the benefits broker to support administration of medical, dental, vision, life insurance, retirement, and other benefit programs.
- Coordinate annual open enrollment and related employee communications.
- Assist employees with benefit questions and serve as the connection between employees, brokers, carriers, and benefit administrators.
- Manage applicable federal and state leave programs and internal leave policies.
- Coordinate accommodation requests and the interactive process when needed.
- Maintain appropriate documentation related to employee leaves and accommodations.
Recruiting & New Hire Experience
- Partner with hiring managers to support recruiting efforts for open positions.
- Post job opportunities and assist with application and resume screening.
- Maintain and update job descriptions, working with managers when new or revised descriptions are needed.
- Coordinate interviews and participate when appropriate, while hiring managers typically lead the interview and selection process.
- Prepare offer letters and coordinate pre-employment requirements.
- Arrange background checks, drug screens, and other required screenings.
- Coordinate onboarding and new-hire orientation in partnership with the EHS Manager.
- Ensure new employees complete required documentation, including I-9s, tax forms, payroll information, benefit enrollment, and company acknowledgments.
HR Programs & Workforce Planning
- Maintain and update HR policies, procedures, and employee handbook materials.
- Partner with leadership on staffing plans, retention efforts, compensation reviews, and changing organizational needs.
- Track workforce information such as turnover, attendance, staffing levels, and compensation trends.
- Use HR data and employee feedback to identify opportunities to strengthen processes and improve the employee experience.
Compliance & Risk Management
- Stay current on federal, state, and local employment requirements, including Oregon-specific employment regulations.
- Help ensure company practices align with wage and hour requirements, meal and rest periods, protected leave, final pay, recordkeeping, and workplace posting requirements.
- Consult with the company's outside HR/employment legal resource when additional guidance is needed.
- Maintain appropriate HR documentation and confidential personnel records.
DOT & Driver-Related Administration
- Coordinate with a third-party provider on required drug and alcohol testing for covered employees.
- Support pre-employment, random, post-accident, reasonable suspicion, return-to-duty, and follow-up testing requirements as applicable.
- Partner with operations to maintain driver qualification documentation and other required DOT/CDL employment records.
What We're Looking For
- 5+ years of progressive HR experience with broad generalist responsibilities.
- Hands-on experience processing payroll and reviewing timekeeping records.
- Experience handling employee relations matters and workplace investigations.
- Working knowledge of recruiting, onboarding, benefits, leave administration, performance management, and employee separations.
- Strong understanding of federal and state employment requirements.
- Ability to independently manage competing priorities and confidential employee matters.
- Strong communication, organization, judgment, and problem-solving skills.
Additional Experience We'd Value
- Experience operating as an HR department of one or as the primary HR contact for an organization.
- Experience supporting multiple locations or employee populations.
- Paylocity experience.
- SHRM-CP, SHRM-SCP, PHR, or SPHR certification.
