The requirements

  • A master’s degree in Human Resources, Business, or Public Administration; specializing in human resources management, psychology, or Finance. The qualification should be from a HEC-recognized local/overseas institution.
  • Advanced HR certification/ qualification from SHRM, HRCI, HRCP, or CIPD will be an added advantage.
Skills and Abilities:
  • Progressive transformational leadership skills with excellent business acumen, strategic communication, and stakeholder engagement/management skills.
  • Experience in human resources strategy and governance, enterprise change, culture & digital transformation.
  • Expertise in recruitment.
  • Strong understanding of employment law, corporate and regulatory compliance.
  • Track record of performance with unquestionable integrity and ethics.
  • Excellent problem-solving skills, effective interpersonal communication, and cultural sensitivities.
  • Excellent written and verbal communication skills in English.
  • Strong analytical skills and organizational abilities.
  • Excellent coaching, mentoring, and people management skills.
  • Proficiency in MS Office and HRIS.
The position is based in Islamabad but will require extensive travel across Pakistan's programme areas.

The position

Focus Humanitarian Assistance Pakistan (FOCUS Pakistan) invites applications from qualified candidates for the Human Resources Manager. This is a senior position responsible for the strategic and operational oversight of the organization’s core support functions, and reports to the CEO. Working along with the Senior Leadership Team, the HR Manager will ensure that human capital management mechanisms are efficient, compliant, cost-effective, robust, and aligned with the organization’s humanitarian mission. The role further ensures that the organization’s people, systems, and processes effectively support programme delivery, donor compliance, and long-term institutional sustainability.
  • Implement HR efforts that align with and support the organization's mission and strategic vision.
  • Contribute to overall business strategy by advising the senior management team on the human resource implications of decisions.
  • Serve as an active member on the FOCUS Pakistan Senior Management/Leadership Team.
  • Provide leadership and guidance to the HR function, overseeing talent acquisition, career development, succession planning, retention, training, leadership development, compensation, and benefits.
  • Collaborate with management to contribute to the formulation of the annual work plan and actively work towards its implementation within specified timelines.
  • Lead and facilitate the senior leadership team to establish a robust management succession plan aligned with the organization's strategy and objectives.
  • Develop a comprehensive strategic recruiting and retention plan to meet the organization's human capital needs.
  • Implement competitive and cost-effective compensation and benefits plans.
  • Foster an analytical and data-driven culture within HR, empowering stakeholders with valuable insights for decision-making.
  • Supervise and provide support in the development of result-based annual plans and budgets in the HR Department. Review and approve the HR Department's expenditure against the annual approved budget and set a threshold.
  • Develop knowledge and skills for furthering the capacities of different functional areas in the organization.
  • Provide guidance and oversight to different departments in achieving their objectives related to performance management of their teams.
  • Ensure timely completion of all statutory requirements set by the Securities and Exchange Commission of Pakistan (SECP) and other regulatory bodies.
  • Promote effective compliance with the regulatory framework by conducting training sessions to enhance awareness and take appropriate action in cases of serious violations.
  • Reinforce organisational values and culture in FOCUS Pakistan, working in close coordination with different departments.
  • Collaborate closely with departments, especially Audit/ Compliance, to safeguard the interests of employees and the organization, minimizing internal discrepancies.
  • Foster a thriving work culture by promoting a culture of constructive feedback and communication throughout the organization.
  • Ensure the implementation of the organization's safeguarding policies.
  • Develop personnel policies and procedures that facilitate the development and retention of qualified and motivated staff, ensuring the promotion of gender equality and staff diversity.
