Position Information

The Classification & Compensation team in the Human Resources Division is seeking a qualified candidate to perform human resources information systems (HRIS) analysis for the HR Programs Section, focusing on Oracle PeopleSoft Core HR Modules. Reports to the Classification & Compensation Supervisor in the HR Programs Section within the Human Resources Division serving as a Subject Matter Expert for Human Resources (HR) Core in PeopleSoft for the Texas Department of Transportation (department) by identifying, testing and implementing system configurations; maintaining system data integrity; coordinating data corrections in various systems; and serving as a point of contact for Texas Comptroller of Public Accounts (CPA) and department and human resources personnel on systems functions, personnel actions, policies, procedures, rules, and laws. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.

Essential Duties:

  • Identifies, reports, and tests system corrections, customizations and configurations to transaction processing and interfaces for HR Core, including reviewing technical and functional system design documents and participating in various occurrences of PeopleSoft testing, including People Tools upgrades, Disaster Recovery, Centralized Accounting and Payroll/Personnel System (CAPPS) modifications, and fiscal year end processing.
  • Provides advice, guidance, and information concerning personnel actions, available system reports and queries, data corrections, policies, procedures, and related rules and laws; and participates in and coordinates the review and revision of department HR policies and procedures pertaining to personnel actions and salary administration to ensure compliance with applicable state and federal laws; and identifies and analyzes problems resulting from implementation of such changes.
  • Maintains data integrity of confidential personnel data in Standardized Payroll/Personnel Reporting System (SPRS) and PeopleSoft systems; coordinates system corrections and modification requests with CPA, technical support, and other state agencies; and provides regular and ad hoc data reports.
  • Attends meetings with Information Technology Division, IT systems personnel in the Human Resources Division, and vendor personnel to discuss systems configurations and enhancements, and to conduct gap analysis; and coordinating with vendor support to establish testing timeline and environments.
  • Develops and conducts formal and informal training for HR Generalists on processing HR transactions; and participates in staff meetings for training upon request.
  • Maintains and updates HR programs Section job aids, presentations, and other educational and informational materials on a quarterly basis or in coordination with policy, procedure, or system changes; monitors Internet/intranet content to include hyperlink testing and coordinates the publication of updates as required.
  • Keeps immediate supervisor apprised of events, meetings, or latest developments that affect the section.
  • Attends miscellaneous meetings, to include meetings with customers, upon request.
  • Meets project and response deadlines.
  • Performs other job responsibilities as assigned.

Minimum Qualifications:

Education:

Bachelor's Degree in any discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications

Experience:

1 year of experience in HRIS Oracle PeopleSoft HR Core and/or Position Management support, analysis, maintenance, and/or testing experience with a state or local government entity (Experience can be satisfied by full time or prorated part time equivalent) Related graduate level education may be substituted for experience on a year per year basis.

Considerable knowledge of:

  • Human resources administrative practices and procedures
  • Federal and state laws, regulations, and guidelines governing the human resources field
  • Concepts, techniques and tools used in planning, designing and implementing database management systems and related technologies
  • Applicable computer software applications and hardware

Ability to:

  • Communicate effectively, both verbally and in writing

Proficient skill in:

  • Analyzing issues, facts, and available information to develop logical solutions; researching inconsistencies of facts or data; drawing correct inferences from information and making recommendations that support business decisions
  • Scheduling, testing, and implementing computer programs/systems changes
  • Analyzing and organizing business and technical data
  • Prioritizing and organizing work assignments and meeting deadlines

Physical Requirements and Working Conditions:

  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
  • Sitting-prolonged periods of time
  • Fingering-picking, pinching, typing; working primarily with fingers rather than whole hand
  • Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
