
We are looking for a Human Resources (HR) Organizational Effectiveness Advisor
Reporting to the Vice President, People and Culture, the Human Resources (HR) Organizational Effectiveness Advisor, is responsible for creating and implementing innovative people management strategies than enhance organizational effectiveness, employee development, training, and change management initiatives. These efforts support organizational priorities, workforce modernization, digital transformation, and continuous improvement across the organization. You provide strategic guidance and support to management and staff on organizational culture evolution, performance measurement, talent and leadership development, policy interpretation, official languages, and legal compliance. Using data analytics, you develop innovative evidence-based programs, training, and tools that improve operational efficiency, employee engagement, collaboration, and organizational agility. You also help build team capacity, support modernization projects such as the implementation of new systems, and contribute to a high-performing, inclusive, and accountable work environment.

Minimum offive (5) years’ experience in:
·Developing and leading HR programs such as employee recognition and official languages.
·Learning and Organizational Development
·Developing or working with key performance indicators;
·Using HR systems and managing data analytics
·Supporting organizational change management and assessment tools.
·Providing advice and recommendations to support decision-making.
Knowledge of:
·Human resource management principles, organizational development, and adult learning
·Change management frameworks and methodologies in a public sector or Crown corporation environment
·Data analysis and interpretation
·Organizational transformation and change management approaches
· Project management principles
·Talent management, succession planning, leadership development, and employee engagement in a unionized and public accountability context
·Performance measurement methods, HR analytics practices, and data interpretation
·HR information systems, data governance standards, and reporting tools
·Official Languages Act
·Intermediate to advanced knowledge of MS Office (Word, PowerPoint)
·Advanced knowledge of Excel
Education: University degree in Human Resources Management, statistics, data analysis, organizational development, monitoring and evaluation, or a related field. An HR designation or a certification in change management is considered an asset.
Compensation $ 84,204to $ 115,346 (under review)
