As the Public Service Administrator - Hiring and Classifications Manager, for the Division of Human Resources, under the Office of the Director; organizes, plans, implements, and controls the operation of the Hiring & Classification Unit’s sworn and code functions for the agency; serves in advisory capacity to executive staff, peers, and subordinates; in consultation with the Bureau Chief, develops and implements policies and procedures related to hiring and classification; tracks vacancies and develops and implements agency workforce plans; research and advises the Bureau Chief regarding hiring trends and new initiatives relating to effective personnel practices; oversee the Hiring & Classification process for organizational structure changes, job description updates, position creation, requisition creation, job postings, and accuracy in Employee Central; monitors the company organizational charts to ensure accuracy; trains and provides guidance and counsel to management staff regarding Departmental Rules, regulations, and policies as they relate to hiring and classification; consults with Labor Relations staff for interpretation of contract rules and language; participates in interviews as required; provides guidance and training to assigned staff; counsels staff regarding work performance; reassigns staff to meet day to day operating needs; establishes annual goals and objectives; effectively recommends and imposes discipline, up to and including discharge; prepares and signs performance evaluations; liaisons with Central Management Services (CMS) on hiring and classification matters; advises Labor Relations, Program Managers, Executive Staff, etc. of personnel issues and policy/procedure changes; in coordination with the Legal team, HR management staff and the Bureau Chief, responds to CMS, OEIG, and HEM inquiries regarding personnel issues and/or advisories; in collaboration with the Bureau Chief, responds to requests from the Governor’s Office, prepares reports for entities requesting data, writes narratives for special projects, and responds to various correspondence and report requests; provides New Employee Orientation (NEO) to all new hires to ISP; serves on various human resources related department-wide committees such as long-range planning, revision and implementation of policies.

Essential Functions

• Under administrative direction, serves as the Human Resources Hiring & Classifications Manager.
• Serves as full line supervisor.
• Plans, evaluates, executes, and serves as an Agency Contact and Human Resources Office Liaison for Hiring and Classifications programs, policies, and procedures.
• Reviews legislative proposals, policy drafts and legal changes recommending approval or amendments regarding human resources services.
• Works closely with the Bureau Chief and the Office of Labor Relations on contract and grievance resolution issues.
• Advises staff on Personal Services Contracts and temporary assignment rules and processes.
• Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

• Requires knowledge, skill and mental development equivalent to completion of four (4) years of college preferably with course work in human services, public administration, labor relations and/or equivalent disciplines.
• Requires three (3) years of progressively responsible administrative experience in a fast-paced Human Resources environment performing Hiring & Classifications-related functions for a public or business organization.

Preferred Qualifications

• Prefers four (4) years of professional human resources experience performing, reviewing, and approving full cycle electronic hiring functions in a unionized workforce or a workforce for business or organization.
• Prefers four (4) years experience in Human Resources interpreteing personnel rules, bargaining contracts, agency procedures to include, reviewing programs, approving policies, and procedures used in electronic hiring functions.
• Prefers three (3) years of supervisory or lead worker experience assigning and reviewing work, conducting performance reviews, recommending and imposing discipline, reassigning staff to meet day-to-day operational needs, and providing support to subordinate staff.
• Prefers three (3) years of experience acting as a liaison between staff and other entities in leading change initiatives and advising Labor Relations, Program Manager, Executive Staff, etc.of personnel issues and policy/procedure changes.
• Prefers two (2) years of professional experience creating, and advising on interview questions and monitoring or conducting structured interview processes.
• Prefers three (3) years of experience providing agency expertise in the planning and preparation of position reorganizations, agency realignments, and other hiring or classifications related requests for a business or organization.
• Prefers two (2) years of experience reviewing legislative proposals, policy drafts and legal changes recommending approval or amendments regarding human resources services.
