The Prince George’s County Department of Public Works & Transportation (DPW&T) is currently seeking qualified applicants to fill a Human Resources Generalist (Human Resources Analyst 1G) grade G18/21 position, in the Office of the Director.

About the Position

This entry-level to full-performance professional administrative position will assist and provide comprehensive support to the Department’s Human Resources program across a broad range of functional areas, including recruitment and examination, classification and compensation, learning and development, performance management, employee relations, benefits coordination, and records management Work is performed under the supervision of a senior personnel professional within established laws, policies, procedures, practices and protocols. The nature and level of work performed provides variable independent actions within established personnel laws, policies, procedures, practices, and protocols.

About the Agency

The Department of Public Works and Transportation (DPW&T) is responsible for nearly 2,000 miles of County-maintained roadways that range from rural to urban classifications. The transportation infrastructure includes 900 bridges, as well as shoulders, sidewalks, curbs/gutters, stormwater management facilities, driveway aprons and nearly 3,000 acres of grassy area -- all of which are maintained by staff of the Department. DPW&T’s workforce keeps the County’s various services moving by performing a myriad of activities which include removing snow and ice from County-maintained roadways, upgrading traffic signals, installing streetlights, clearing fallen trees, unclogging drainage inlets and maintaining stormwater management facilities, as well as performing roadway repairs ranging from potholes and sidewalk trip hazards to bridge repairs and resurfacing projects and more.

Examples of duties

  • Provides professional human resources support across multiple functional areas, including recruitment and staffing, learning and development, employee and labor relations, performance management, and related HR programs.
  • Assists with the preparation and development of comprehensive recruitment and staffing packages for vacancies, backfills, position reallocations, and newly created positions.
  • Prepares job posting documentation and initiates recruitment requisitions in NEOGOV, ensuring required information is accurate and tracking actions through the appropriate approval process.
  • Assists with reviewing referred candidate lists to determine whether applicants meet established minimum qualifications and support the development of final eligible lists.
  • Provides information to applicants regarding employment opportunities and application procedures and responds to applicant inquiries verbally, electronically, in writing, and in person.
  • Assists with preparing salary recommendation packages and drafting official employment offer letters.
  • Prepares correspondence and reports associated with employee transfers, temporary details, reassignments, and other personnel actions.
  • Supports new-hire orientation and onboarding activities, including preparing orientation materials, informational booklets, policies, forms, and other resources for newly hired employees.
  • Coordinates with appropriate staff to ensure facilities, materials, and supplies are available for new-hire orientations and HR-sponsored events.
  • Supports the full recruitment lifecycle for seasonal employees, including recruitment and selection activities, employee data tracking, recordkeeping, and reporting.
  • Assists with developing and implementing workforce learning and development strategies, programs, and initiatives aligned with departmental career paths, employee development, and cross-training needs.
  • Coordinates with the Workforce Development and Training Manager to develop, maintain, and distribute the department-wide training calendar and communicate changes, upcoming training opportunities, and workforce development activities.
  • Maintains training and professional development records, generates reports, tracks professional licenses and training requirements, and ensures employee records are updated with certificates and newly acquired qualifications.
  • Assists with designing structured career development frameworks, competency models, and training pathways that support employee growth and advancement.
  • Provides support for employee and labor relations matters, including progressive discipline, performance management, policy research, employee counseling, grievances, arbitrations, collective bargaining matters, and Labor Management Partnership activities.
  • Research applicable personnel policies, procedures, and collective bargaining agreements to assist HR leadership in developing appropriate courses of action for employee relations matters.
  • Receives and responds to requests for employee counseling and progressive discipline and maintains appropriate records and tracking logs.
  • Drafts disciplinary notices and prepares supporting documentation and packages for HR management, departmental leadership, and Appointing Authority review and approval.
  • Assists with processing disciplinary and dismissal actions and updating applicable employee time records associated with adverse actions.
  • Supports the coordination of quarterly Labor Management Partnership Committee (LMPC) meetings, including scheduling, leadership notifications, agenda development and distribution, meeting materials, minutes, action items, and post-meeting reports.
  • Participates in Countywide HR training sessions and working groups involving employee relations, policy development and implementation, progressive discipline, performance management, and workforce development.
  • Develops and maintains effective working relationships with internal and external stakeholders while providing responsive and professional HR support.
  • Performs other related duties consistent with the responsibilities and level of the Human Resources Analyst classification.
  • Serves as a critical/essential employee and participates in the Department’s Snow and Ice Control Program and other emergency or special operations as assigned, including responding promptly to emergency call-outs.
  • Must possess and maintain a valid driver’s license in accordance with applicable County requirements.

Qualifications

Minimum Qualifications:

  • Bachelor's degree from an accredited college or university in the Human Resources/Personnel Management, Organizational Development, Business/Public Management, Psychology, or closely related field.

Any equivalent combination of relevant training, education and experience may also be considered.

  • Knowledge and Principles of confidential records and file maintenance.
  • Knowledge, Principles and practices of effective customer service techniques.
  • Knowledge of Federal and State laws, rules, and regulations relating to employment practices.
