Job Description

Provides technical and administrative human resources support to the Soldier Recovery Unit (SRU) S/1 Section. The Human Resources Clerk II processes and tracks military personnel actions, maintains personnel and program data, supports military finance and correspondence activities, assembles Medical Board documentation, and provides administrative and analytical assistance related to strength management and Table of Distribution and Allowances data. The position may also support patient-movement and Soldier-transfer activities by reviewing documentation, validating information, updating databases, coordinating with designated organizations, and maintaining required reports and administrative records.

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Assist Warriors and military and Civil Service personnel with personnel-related actions.
  • Process and track personnel actions involving promotions, separations, extensions, retirement, reassignments, Medical Boards, lodging programs, leave and passes, military awards, and ceremony preparation.
  • Process and track DA Forms 1030, Notification of Personnel Action, for Warriors assigned or attached to the SRU.
  • Maintain records and process military finance actions and military correspondence.
  • Examine and verify accounting data, records, and reports based on established procedural guidance.
  • Identify strengths, weaknesses, and procedural or regulatory deficiencies in program areas; provide feedback to improve processes; and assist with HR policy and standard operating procedure refinement.
  • Collect, organize, analyze, and maintain TDA-related data and provide administrative and technical support to Government personnel.
  • Provide administrative support, data management, reporting, and analytical assistance related to strength-management programs.
  • Collect, maintain, track, and administratively process FLAG-related documentation and databases.
  • Assemble required Medical Board documents based on established procedural guidance and forward them to the BAMC Physical Evaluation Board Liaison Officer for processing.
  • Administratively review Patient Movement Requests, validate demographic information, coordinate with losing and gaining Soldier Recovery Units, and monitor TRAC2ES for daily updates.
  • Coordinate with Army Recovery Care Program offices, Soldier Recovery Units, Regional Health Command offices, Medical Treatment Facilities, unit commanders, and other service points of contact regarding Soldier transfers.
  • Confirm or validate OCONUS and CONUS Soldier status with START-C Nurse Case Managers before coordinating with the Army Recovery Care Program office.
  • Process actions and update data using applicable systems.
  • Monitor patient flow through daily local reports and answer patient-movement questions, with emphasis on Warrior transfers and aeromedical evacuation, on a rotating basis.
  • Assist the Deployed Warrior Medical Management Center and Patient Movement Requirement Centers with the administrative coordination of patient movement.
  • Maintain an administrative log of patient-movement and on-call activity.
  • Track, project, and report capability and capacity based on clinical availability reported through the ARCP Capacity and MTF Capability Report.
  • Access web-based information systems to obtain clinical specialty availability and update available bunk data as required.
  • Conduct Patient Movement Request notification and validation procedures for OCONUS Soldiers and make required electronic or voice contacts.
  • Assist with developing and implementing appropriate notification procedures with the SRU.
  • Coordinate administrative validation of patient movement to and from the SRU, receive Patient Movement Request notifications, complete applicable procedures, update databases, and make required notifications.
  • Maintain daily contact with SRU, Community Care Unit, Regional Health Command, and Medical Treatment Facility personnel regarding Soldiers anticipated to be eligible for transfer.
  • Conduct liaison activities between START-C and appropriate organizations to support efficient Soldier transfers.
  • Prepare and format correspondence, reports, briefs, and other materials using applicable office automation systems.
  • Operate standard office equipment, including photocopiers, facsimile machines, multiline telephones, voice systems, pager systems, and mailing machines.
  • Use Microsoft Office applications and learn military computer programs required for the position.
  • Advise clerical support personnel regarding the application of established instructions and regulations.
  • Maintain regular and punctual attendance.
  • Perform other duties as assigned.

Requirements

MINIMUM QUALIFICATIONS

  • Qualified typist with the ability to type at least 40 words per minute.
  • Knowledgeable with Microsoft Office, including Word, Excel, PowerPoint, and Access or applicable local databases.
  • Experience using military computer programs.
  • Experience operating standard office equipment, including photocopiers, facsimile machines, multiline telephones, voice systems, pager systems, and mailing machines.
  • Knowledge of the following regulations, policies, and related procedures:
    • DoD 6025.18-R, DoD Health Information Privacy Regulation
    • AR 40-400, Patient Administration
    • AR 40-58, Army Recovery Care Program
    • Applicable OTSG/MEDCOM policies
    • DoD and Army reporting requirements
  • Knowledge of healthcare systems, processes, programs, and related data sources and analysis.
  • Knowledge of Patient Movement Requests, associated documents, and the procedures used to process patient-movement actions.
  • Knowledge of patient regulation, tracking, movement, and Soldier-transfer processes.
  • Knowledge of medical terminology, coding, and medical billing.
  • Knowledge of military regulations governing medical, clerical, and administrative matters.
  • Effective communication skills to manage clinician needs and requirements and communicate with diverse audiences.
  • Knowledge of the organization's programs, staff duties, commitments, goals, and priorities as they relate to clerical, administrative, office automation, and Warrior-transfer functions.
  • Knowledge of Patient Affairs and organizational staff functions sufficient to perform and assign tasks and advise other clerical support personnel regarding instructions and regulations.
  • Knowledge of grammar, spelling, punctuation, capitalization, required formats, and office automation systems.
  • Basic understanding and operational knowledge sufficient to update applicable systems, including:
    • Armed Forces Health Longitudinal Technology Application

    • TRANSCOM Regulating and Command and Control Evacuation System
    • Medical Operational Data System
    • Defense Eligibility Enrollment Reporting System

  • Ability to read, write, comprehend, and speak fluent English, and be computer literate.
  • Must obtain and maintain any necessary security access and/or background checks.

  • Ability to manage work environment and workload with minimum supervision, based on knowledge of work priorities.

WORK SCHEDULE

40 hours per week. May be required to work additional hours as needed to complete assignment or project.

WORK ENVIRONMENT

Work is primarily performed in a professional office setting, including the normal office equipment (e.g., computer, fax machines, copier) and with a wide variety of people in differing functions, personalities, and abilities.

PHYSICAL DEMANDS

Personnel must be able to stand on hard surfaces for extended period of time; bending, stooping, and working in sometimes uncomfortable positions. Personnel must be able to lift and carry items that weigh up to 20 pounds, and/or maneuvering, pushing or sliding items for proper positioning. Frequently uses hands/fingers for manipulation of keyboard and mouse.
