Who we are

Your Work Shapes the World at Caterpillar Inc.

When you join Caterpillar, you're joining a global team who cares not just about the work we do – but also about each other. We are the makers, problem solvers, and future world builders who are creating stronger, more sustainable communities. We don't just talk about progress and innovation here – we make it happen, with our customers, where we work and live. Together, we are building a better world, so we can all enjoy living in it.

About the role

Based in Luanda, you will join the EAME HR team supporting Southern Europe & Africa, and work hand in hand with the HR Manager, HR Business Partners and HR coordinators across the region. Your scope covers a diverse, multilingual portfolio of countries across Africa (Angola, Congo, Equatorial Guinea, Ghana, Ivory Coast, Mozambique, Nigeria and South Africa) and Southern Europe (Portugal and Spain).

You will own Angola's HR regulatory obligations – the PDRH, the Annual Balance and the Contrato-Programa – in close contact with MIREMPET and other relevant authorities. You will also be the go-to person for immigration and HR administration in Angola and across the other countries in scope.

Beyond these core areas, we are looking for someone hands-on, multitasking with a real HR mindset, who enjoys supporting employees, the HR team and the local Branch Manager. If you like getting things right, keeping processes moving and working in an international environment, this role is for you.

What you'll do

Angola legal & regulatory compliance

  • Prepare and submit the Annual Balance (Balanço Anual) to MIREMPET.
  • Prepare and submit the Human Resources Development Plan (PDRH).
  • Submit quarterly recruitment updates on the SIASP–MIREMPET platform.
  • Prepare and follow up the renewal of the Contrato-Programa.
  • Follow up on Angola branch documentation and keep documentation up to date for the foreign branches in the region.

Immigration & visas

  • Manage visa requests for the Angola team and for expatriates, acting as the point of contact with the Migration and Foreigners Service (SME), including visas on arrival.
  • Run the Angolan work visa process for expatriates from start to finish.
  • Prepare letters of invitation (LOIs) for visa processes in the other countries in scope.

Employee services & benefits

  • Prepare employee declaration letters (employment, tax, passport, visa) for the region.
  • Administer the employee health insurance plan.
  • Keep employee certifications up to date, in liaison with internal and external training providers.

Support to HR operations

  • Support the HR Manager and the HRBPs with day-to-day HR operations across the countries in scope: recruitment and exit administration, Workday transactions, medical checks, and keeping employees' physical and digital files complete and up to date.
  • Identify and implement continuous improvement opportunities and help maintain the HR knowledge base and operational metrics.

What you bring

  • Degree in Human Resources, Law, Business Administration or a related field, or equivalent experience.
  • Hands-on experience preparing the PDRH and the Annual Balance, and working with MIREMPET (including the SIASP platform).
  • Experience in HR operations or HR administration, ideally in a multinational or oil & gas environment.
  • Good knowledge of Angolan labour legislation and of procedures with MAPTSS and SME.
  • Strong attention to detail: you check, double-check and deliver accurate work on time.
  • Advanced Microsoft Office skills (Excel, Word, Outlook, PowerPoint), as the role includes a significant amount of administrative work. Experience with Workday is a plus.
  • Fluent Portuguese and professional English; French is a strong advantage.
  • Organised, service-oriented and discreet, able to handle confidential information and several deadlines at once.
  • A collaborative mindset and a genuine enjoyment of working in a multicultural, supportive team.

Why join us

  • A regional role with exposure to EAME and to a global HR community where you will keep learning.
  • The opportunity to build your expertise in HR compliance, immigration and HR operations.
  • Room to grow: the scope of the role may evolve depending on your profile and results.
  • A competitive package in line with local market practice.
  • A strong safety culture and a company that values integrity, excellence and teamwork.
