Summary

Join Sheboygan County as a Human Resources Business Partner and help support the people who deliver services to our community. In this role, you will serve as a trusted advisor and primary HR contact for assigned County departments, partnering with managers and leadership on recruitment, employee relations, performance management, and workforce planning.

Working with minimal supervision, you will address daily HR needs and contribute to initiatives that strengthen employee engagement and organizational effectiveness. You will collaborate with HR leadership and specialized staff to provide consistent service and support compliance with employment laws, County policies, and labor agreements.

Examples of duties

  • Serve as the primary HR partner for assigned departments, providing proactive guidance on workforce needs, employee relations, performance management, and compliance.
  • Lead full-cycle recruitment with hiring managers, including position development, postings, applicant screening, interviews, reference checks, offers, and onboarding coordination.
  • Develop recruitment strategies through social media, job fairs, community outreach, and internal and external partnerships; train managers on the applicant tracking system and hiring processes.
  • Coach managers and supervisors on performance concerns, conflict resolution, corrective action, discipline, and performance improvement plans.
  • Conduct or support workplace investigations and advise on documentation, due process, and appropriate resolution under County policy and applicable law.
  • Support performance evaluation processes, including manager training, evaluation review and processing, and improvement planning.
  • Assist with workforce and succession planning, talent development, and internal advancement for leadership and critical positions.
  • Interpret and respond to questions about HR policies, procedures, labor agreements, and employment laws; provide general benefits guidance and coordinate complex matters with the Benefits Specialist.
  • Coordinate onboarding and orientation, including policy review and employment documentation, in collaboration with the Human Resources Coordinator.
  • Prepare and analyze HR metrics, reports, surveys, and data; collaborate with HR leadership, payroll, and other partners on compliance, reporting, and process improvements.
  • Support safety and wellness initiatives and maintain effective relationships with employees, managers, leadership, and external partners.
  • Stay current on employment law and HR practices; provide backup to the Benefits Specialist and Human Resources Coordinator and complete related duties and special projects as assigned.

Qualifications

  • Bachelor’s degree from an accredited college or university in Human Resources, Public Administration, Business Administration, Communications, or a related field. A combination of education and experience may be considered.
  • Three years of experience as a Human Resources Assistant, Coordinator, or Generalist preferred.
  • Valid Wisconsin driver’s license.
  • Knowledge of HR generalist practices, including recruitment, onboarding and separation, employee relations, performance management, supervisory training, and benefits.
  • Working knowledge of health and welfare benefits, retirement plans, wellness programs, FMLA, workers’ compensation, COBRA, and leave administration, sufficient to advise employees and managers and coordinate specialized support.
  • Knowledge of applicable employment and benefits laws, regulations, policies, and labor agreements, including confidentiality and compliance requirements.
  • Advanced skills in Microsoft Word, Excel, PowerPoint, and Publisher. Experience with applicant tracking systems and human resources information systems preferred.
  • Strong written and verbal communication skills, including the ability to prepare correspondence, reports, training materials, and presentations for employees at all organizational levels.
  • Strong organizational skills and attention to detail, with the ability to prioritize competing demands, maintain accurate records, and meet deadlines.
  • Ability to follow instructions accurately, exercise independent judgment, analyze workplace concerns, and recommend practical solutions that comply with applicable requirements.
  • Ability to work independently and collaboratively, build trusted relationships with diverse individuals, and adapt to changing priorities while maintaining professionalism, diplomacy, and strict confidentiality.
  • Knowledge of social media for recruitment and employer branding, and bilingual skills in Spanish or Hmong, are desirable.

Supplemental information

  • This is an in-person position, duties are preformed on site.
  • Work is primarily performed in an office with regular interaction with County employees, department staff, applicants, vendors, and the public. Occasional meetings, training, or collaborative activities occur outside the immediate work area.
  • Duties involve extended periods of sitting, standing, and walking; frequent use of computers, keyboards, telephones, and standard office equipment; and repetitive hand and finger movements.
  • Minimal physical exertion is required, with occasional lifting, carrying, or moving of files, boxes, or materials weighing approximately 25 pounds or less.
  • The role requires reading and analyzing printed and electronic records, viewing computer screens, hearing and understanding verbal communication, and speaking clearly in person and by telephone.
  • Work requires sustained concentration and accuracy while managing deadlines, interruptions, competing priorities, and confidential or legally protected information.
