POSITION DUTIES:
Human Resources Analyst 9-P11 - This position acts as a Labor Relations Liaison, responsible for representing the Department in all matters pertaining to employee-employer relations including conducting employee investigations and advising all levels of management on addressing employee performance and misconduct issues for an assigned caseload in accordance with collective bargaining agreements and Civil Service Rules and Regulations. Position is responsible for grievance administration, including responding to grievances and representing the Department and state’s interests in arbitration and Civil Service hearings.

Human Resources Analyst 12- This position acts as a Labor Relations Liaison and serves as the Department’s recognized resource for the Statewide administration of the UAW contract and the Department’s labor relations policies, rules, regulations, and collective bargaining agreements, and grievance administration. This position is responsible for conducting employee investigations and advising all levels of management on addressing employee performance and misconduct issues for an assigned caseload. This position is solely responsible for assigned program areas within the Department and is recognized as the expert for employee-employer relations issues for those program areas.

APPOINTMENT TYPE/BENEFITS - This position is Full-Time. Therefore, you would be eligible to participate in the benefits offered by the state.

Human Resources Analyst 10
One year of professional experience providing human resources services equivalent to a Human Resources Analyst 9.
Human Resources Analyst P11
Two years of professional experience providing human resources services equivalent to a Human Resources Analyst, including one year equivalent to a Human Resources Analyst 10.
Human Resources Analyst 12
Three years of professional experience providing human resources services equivalent to a Human Resources Analyst, including one year equivalent to a Human Resources Analyst P11.

Position requires at least one year of experience in collective bargaining or labor contract administration, grievance or arbitration handling activities, or applying labor law.
Position requires incumbent possess and maintain a valid driver’s license, in accordance with agency’s driving record standards.
Civil Service Commission Rule 2-7 requires that all newly hired state employees submit to and pass a pre-employment drug test prior to their actual appointment. Due to the nature of work of the Department of State, criminal and driving records will be checked. Any position offer will be conditional until results of the criminal background record checks indicate eligibility for employment.
