The Department of Human Resources, Labor Relations and Training Division, is seeking a highly skilled and experienced professional to lead the division as their Human Resources Administrator (Labor Relations & Training) Located in Honolulu, this position serves as the Division Chief for the Labor Relations and Training Division and is responsible for the execution and administration of the labor-management relations program and the personnel development and training program for the City and County of Honolulu.

What You Will Do:

  • Direct, coordinate, supervise and lead a team of seven personnel in the administration of the City-wide labor-management relations program, which includes, but is not limited to, collective bargaining negotiations for labor contracts for nine bargaining units, contract administration, grievance handling and arbitration advocacy.
  • Direct, coordinate, supervise and lead a team of four personnel in administration of the City-wide personnel development and training program, which is inclusive of the Trades Apprenticeship Program, New Employee Orientation, and the Po’okela student internship program.
  • Attend meetings with the City Administration, various City and other governmental agencies, City Council, union representatives, and other public and private entities to discuss and advise on labor-management relations, personnel development and trainings, and/or to impart and exchange information.
  • Act in a high-level advisory capacity on labor relations matters to City Administration and department leadership.
  • Prepare the division's budget annually.
  • Review legislative bills, contractual/statutory provisions, and rule changes affecting division programs and prepares comments, recommendations and testimony, as needed.
  • Perform other related duties as assigned.

Qualifications

EDUCATION REQUIREMENT
Equivalent to graduation from an accredited four-year college or university with a bachelor's degree.

Substitution Work experience may be substituted for a bachelor's degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor's degree.
For example:
1. Four (4) years of professional work experience, in any occupation, may substitute for a general bachelor's degree.
2. Four (4) years of general work experience (does not need to be professional level experience) in human resources/personnel management may substitute for a general bachelor's degree.

EXPERIENCE REQUIREMENT
Five (5) years of progressively responsible professional experience in labor relations activities (e.g., involvement in labor-management relations and activities; active participation in negotiations and interest arbitrations including, but not limited to, dispute resolution; advocacy of arbitration cases, administration and interpretation of collective bargaining agreements, rules, regulations, and other contractual provisions; special projects within the field of labor-management relations).

Two of the five years must have been in a managerial capacity involving supervision and/or top-level management advisory assistance.

Desirable Experience
Managerial experience in overseeing and directing subordinate staff; negotiation experience.

Non-Qualifying Experience
Work experience in a supervisory or managerial position may include some responsibility for labor relations activities. However if the primary responsibility of the position is not concerned with professional labor relations work as defined above, such experience is not considered qualifying. Additionally, having the required number of years of experience will not in itself be accepted as qualifying for the position. Your overall experience must have been of such scope, level and responsibility as to conclusively demonstrate the ability to perform the duties of the position.

LICENSE REQUIREMENT
Possession of an appropriate valid driver's license, as required.
