What we are looking for

NRC is looking for a Human Resources & Administration Manager to join the Moldova mission. The role holder will provide strategic and operational leadership for all HR and Administration functions within the NRC Moldova Country Office; ensuring HR and administrative systems, processes, and practices are effective, compliant with NRC standards and local legislation, and responsive to the needs of the Country Office.

The role holder is responsible for providing expert advice and guidance on people management, workforce planning, recruitment, performance management, staff development, employee relations, and administrative matters. He/she contributes to maintaining a safe, inclusive, accountable and empowering working environment.

What you will do

• People leadership of the HR and Administration Team (including performance management, workforce planning, recruitment, induction, development, and duty of care).
• Training, support, control, and development of HR teams.
• Employment standards and HR policy adherence.
• Labour laws compliance.
• People management support and training for management.
• HR analysis and reporting.
• Safe and standardised filing of documents.
• Safe and Inclusive Programming Minimum Standards implementation, through capacity building, guidance, and interdepartmental engagement.

What you will bring

• Senior management experience, in a humanitarian/recovery context.
• Moldova labour law, employment practices, and regulatory requirements expertise.
• Humanitarian and/or recovery context knowledge in Moldova, and the operating environment of international NGOs.
• HR systems and processes management and improvement track record.
• HR and administrative functions management in a changing and complex organisational environment.
• HR advice and support track record, to internal stakeholders.
• Local labour market practices and HR trends expertise.
• Complex and volatile context exposure.
• English and Romanian fluency, both written and verbal.

What makes this position attractive?

• There have been nearly one million border crossings of displaced persons from Ukraine into Moldova since February 2022, with official figures reporting over 135,000 displaced persons from Ukraine remaining in country as of October 2025, and it hosts one of the highest number of refugees per capita in Europe, alongside approximately 10,000 Third Country Nationals. Most displaced persons are women, children or older people, and a third are under the age of 18. Often considered one of Europe’s poorest economies, Moldova experienced record-high inflation in 2022.

Our approach prioritises a partner-led response that builds on the capacity of local civil society actors to deliver programmes and work to support national authorities. Our multi-sectoral portfolio encompasses of Information, Counselling, and Legal Assistance; Shelter and Settlements; Protection from Violence; and Education programming.
• As part of the localisation priorities, NRC Moldova fosters partnerships with diverse actors, invests in thematic and institutional capacity strengthening of local actors, encourages cohesive coordination for addressing humanitarian needs, and creates opportunities/pathways for sustainability of initiatives and organisations.

What we offer

• Chisinau, Moldova duty station.
• 12-month contract duration.
