Join Our Team at DCFS: Human Resources Analyst A/B/C/Specialist

The incumbent of this position performs advanced level duties on the discipline program. Duties require extensive knowledge of program areas, investigative techniques/strategy and skill written communication.

This position provides critical support and advanced level duties in the area of performance management and discipline. Incumbent counsels with managers and supervisors regarding the documentation of substandard performance/behavior, and the use of such documentation within the progressive discipline structure to correct performance or attendance/behavior problems. This position reviews drafts of disciplinary letters and makes recommendations for changes to strengthen and ensure sufficient documentation in support of proposed action. Incumbent may provide assistance in conducting administrative and disciplinary investigations.

Examples of duties

Three years of human resources experience; OR

Six years of full-time experience in any field; OR

A bachelor’s degree.

EXPERIENCE SUBSTITUTION:

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:

  • Counsels with managers and supervisors regarding the documentation of substandard performance/behavior:
  • Reviews drafts of disciplinary letters and makes recommendations for change.
  • Consults with legal staff as needed.
  • May conduct very complex or sensitive administrative and disciplinary investigations.
  • Draft non-disciplinary removal letters.
  • Prepares suspension pending investigation letters, enters quotas in LaGov system and monitors leave entries.
  • Prepares documentation for Civil Service Appeals and represents the department as an advisor or witness in Appeal hearings.
  • Provides guidance to employees and management staff regarding the grievance process.
  • Processes request for information.
  • Develops discipline training material and conducts training sessions.

Position-Specific Details:

Appointment Type: This position may be filled as a probational appointment or a job appointment that may last up to 48 months. Job appointments may convert to probational appointments. Also, it may be filled as a detail and promoted within 12 months or by promotion of a permanent classified employee.

Career Progression: This position may be filled as a Human Resources Analyst A, B,C or Specialist.

Works Schedule: Typically, work hours are 8:00 am to 4:30 pm, Monday - Friday. Flexible work schedules are available after meeting certain criteria and is dependent upon the position you are applying for. Some positions require working shifts.

Compensation: This position has the following Special Entrance Rates (SER).

  • Human Resources Analyst A - AS 613 - $20.20
  • Human Resources Analyst B - AS 614 - $21.61
  • Human Resources Analyst C - AS 616 - $24.31
  • Human Resources Specialist - AS 617 - $26.01

Work Location: State Office-Baton Rouge, La

Louisiana HB 420 requires all prospective DCFS employees to complete and clear multiple background clearances prior to employment with this agency.
