Organizational Setting and Reporting Relationship
The position of Human Resource Specialist (Legal) is assigned to the Policy, Analytics, and Legal Services Division (BPAL) within the Budget, People, and Management Systems Department (BPMSD). You will be based at our Headquarters in Manila, Philippines and relocation is required. All reasonable relocation expenses will be covered.
You will report to Director, BPAL and oversee junior team members.
Your Role
As Human Resource Specialist (Legal), you will ensure effective support to the Director General, BPMSD and staff in designing and implementing HR policies and initiatives. You will provide policy guidance, review and revise HR guidelines, support case management, and oversee staff disputes and disciplinary processes. You will drive process improvements and collaborate with the Office of the General Counsel (OGC) and Office of Anticorruption and Integrity (OAI).
You will:
Provide guidance and advice to senior staff on HR policy initiatives and cases, covering the whole employee life cycle, addressing policy interpretation and legal considerations.
Provide guidance and advice to BPMSD stakeholders in handling staff disputes, reviewing documents, assessing legal and HR risks, and recommending responses.
Review, revise, and manage the approval process of Administrative Orders (AO) and guidelines in collaboration with BPMSD policy owners.
Contribute to the work on the Internal Justice System and the grievance processes, including managing compulsory conciliation matters and coordinating with OGC throughout the administrative review and appeal processes.
Review misconduct cases received from OAI, advise on disciplinary measures and oversee the administrative aspects of the disciplinary process.
Ensure coordination with BPMSD, OAI, and OGC, and manage complex employee relations cases.
Lead and oversee the processes and applications of Notes Verbale on privileges and immunities of ADB staff assigned to field offices.
Lead and oversee the modernization of work processes and enhancement of knowledge resources using digital tools.
Supervise junior staff members. Provide leadership and support to reporting staff. Supervise performance of reporting staff providing clear directions and regular monitoring and feedback on their performance. Ensure the ongoing learning and development of reporting staff.
Perform other duties that may be assigned as reflected in the workplan.
You will need:
A University Degree in Law, Human Resources, or relevant fields; preferably at post-graduate level or its equivalent.
At least 6 years of relevant professional experience, ideally with legal or employment relations or HR experience on public international employment with an international organization.
Demonstrated experience in handling sensitive and confidential matters.
Experience in managing priorities, judicious and solutions-oriented while maintaining prudence in sensitive cases
Respect for diversity to work in a multicultural environment.
Excellent interpersonal skills and ability to work collaboratively with teams.
Strong written and verbal communication skills in English.
Experience in communicating complex topics on legal and human resources policies issues.

Additional Information
This appointment is open to internal and external applicants.
This is a fixed-term appointment with option to renew for an initial period of three (3) years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. At the end of the initial period, this appointment may be renewed for a period of up to three years, or not renewed. There is no limit on the number of renewals. This appointment is open to internal and external applicants.
