Schedule

Full-Time: Monday-Friday 8am-4:30pm, with some flexibility

The Human Resources Generalist is responsible for supporting and coordinating key human resource functions across the organization while ensuring compliance with agency policies, regulatory requirements, and best practices. This role serves as a primary resource for employees and managers on routine HR matters and provides oversight and guidance to the HR Assistant and the Confidential Administrative Assistant. The HR Generalist manages leave administration, workers’ compensation coordination, monthly exclusion checks, employee lifecycle transactions, and low-level employee relations matters while supporting select employee benefits processes. The position works collaboratively with leadership to promote a positive, compliant, and employee-focused work environment.

ESSENTIAL DUTIES AND RESPONSIBILITIES

HR Operations & Employee Lifecycle

  • Oversee and review employee transfers, promotions, status changes, and terminations to ensure accuracy, compliance, and timely processing.
  • Review HR transactions for completeness and alignment with agency policy and employment practices.
  • Assist with offboarding coordination as needed.
  • Maintain accurate employee records and HR documentation within HRIS systems and personnel files.
  • Provide guidance to managers regarding standard HR procedures and workflows.

Leave Administration

  • Administer and monitor employee leaves of absence, including FMLA, NY Paid Family Leave, ADA-related leave coordination, workers’ compensation leave coordination, and other agency leave programs.
  • Communicate leave rights, responsibilities, timelines, and required documentation to employees and supervisors utilizing external vendor resources as able.
  • Track leave usage and ensure accurate documentation and compliance with applicable laws and agency procedures.
  • Coordinate return-to-work processes and fitness-for-duty documentation when applicable.

Workers’ Compensation

  • Coordinate workers’ compensation claims and serve as a liaison between employees, supervisors, insurance carriers, and third-party administrators.
  • Monitor claims status, required documentation, and return-to-work restrictions.
  • Assist supervisors with injury reporting procedures and compliance requirements.
  • Maintain workers’ compensation records and reporting logs.

Monthly Exclusion Checks & Compliance

  • Monitor and clear monthly exclusion checks through applicable federal and state databases.
  • Ensure compliance with regulatory screening requirements for employees, contractors, interns, and volunteers as applicable.
  • Escalate identified concerns appropriately and maintain accurate compliance records.

Employee Relations

  • Address and assist with low-level employee relations concerns, including workplace communication issues, attendance concerns, coaching support, and policy clarification.
  • Partner with supervisors to promote effective communication, accountability, and problem resolution.
  • Escalate complex or high-risk employee relations matters to Senior HR Generalist or Chief Human Resource Officer.
  • Support a workplace culture that aligns with organizational values and expectations.

Benefits Administration Support

  • Assist employees with routine benefits questions and enrollment support by connecting with outside vendor.
  • Coordinate select benefit administration functions such as bill allocation and breakout as required.
  • Support annual open enrollment processes and employee communications.

Supervision & Administrative Oversight

  • Provide day-to-day guidance, task coordination, and oversight to the HR Assistant and Confidential Administrative Assistant.
  • Assist in prioritizing departmental workflow and ensuring timely completion of administrative tasks.
  • Support training and development of HR support staff.

SUPERVISORY RESPONSIBILITIES

  • Directly supervise entry level Human Resource roles as assigned.
  • Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.
  • Responsibilities include but are not limited to interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
  • Other related duties as assigned.

Requirements

QUALIFICATIONS

EDUCATION and/or EXPERIENCE

Required: Associate’s degree in business or related field and a minimum of 3 years of progressively responsible office experience

Preferred: Bachelor’s degree in human resources, business administration or related field with demonstrated experience in administration. SHRM and or PHR credential highly desirable.
