The Kentucky Department of Parks has a job opening for a Human Resources Administrator.

This position supports the Human Resources Division and Director and Assistant Director regarding Equal Employment Opportunity (EEO) and Americans with Disabilities Act (ADA) matters including the reasonable accommodation process, performance management administrator, Employee Suggestion System, training coordinator, and employee recognition.

Responsibilities include but are not limited to:

  • Provides technical advice in human resources to all levels of management and employees within Tourism, Arts and Heritage Cabinet by interpreting personnel laws and regulations, and park policies and procedures. Assists managers in human resources matters such as providing information on the grievance procedures and process, EEO/ADA complaints and requests for reasonable accommodations, hiring procedures, in accordance with personnel laws and rules.
  • Administers the evaluation program for TAHC by interpreting laws, regulations, and procedures. Performs quarterly updates in KHRIS, reviews and documents performance plans, interim reviews, performance improvement plans, and year end evaluations. Keeps supervisors updated and informed on current policies and procedures.
  • Provides technical advice and training on the evaluation program. Runs reports to assist the division in keeping up with timely completion and sends reminders to employees and supervisors of pending deadlines.
  • Reviews and investigates complaints or grievances regarding EEO/ADA issues. Makes recommendations to the HR Director.
  • Provides training and technical assistance to park management and employees as needed.
  • Reviews and prepares EEO reports
  • Serves as coordinator for agency training. Tracks training in MyPURPOSE and coordinates and conducts training for employees statewide as needed.

Skills and Expectations include but are not limited to the following:

  • Knowledge of KHRIS, MyPURPOSE, MyPERFORMANCE and state government programs, regulations, procedures, and experience working in human resources.
  • Demonstrated proficiency in Microsoft Outlook, Teams, Word, and Excel.
  • Excellent written and verbal communication skills.
  • Ability to remain adaptable, demonstrate empathy, and have active listening skills.
  • Attention to detail and ability to keep up with multiple deadlines.
  • Ability to remain neutral in disputes between employees and management and navigate conflict.

Minimum Requirements

EDUCATION: Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS: Three years of professional experience in Kentucky state government merit system human resource administration or Kentucky governmental employee benefits administration.

Substitute EDUCATION for EXPERIENCE: NONE

Substitute EXPERIENCE for EDUCATION: Administrative, business, research, and/or clerical experience will substitute for the required education on a year-for-year basis. Current or prior military experience will substitute for the required college on a year-for-year basis.

SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): Must provide documentation of successful completion of the Personnel Cabinet's Human Resources (HR) Academy to the agency's appointing authority within 12 months of employment in a position assigned this job classification.

Working Conditions

Incumbents working in this job title perform duties in an office setting. Minimal travel may be required.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
