Job Category: Human ResourcesPosition Objective:  Provide services as a Human Capital Program Support Specialist III in support of the overall functions of NASA’s Johnson Space Center (JSC) in Houston, TX.  NASA is seeking an individual to provide onboarding coordination and administrative support services to enhance workforce integration, improve employee experience during the first year of employment, and support Human Resources (HR) program operations across multiple functional areas across NASA Centers with the primary focus at Johnson Space Center.
The individual shall manage onboarding activities and support HR program operations.
Services will focus on ensuring consistent onboarding experience, tracking employee integration milestones, and providing coordination support across HR functions to improve efficiency and service delivery.
NASA requires contractor support in the form of a program coordination function to support
onboarding activities and HR program operations across multiple Human Capital functional areas. This support is intended to enhance onboarding execution, improve coordination across HR services, and provide administrative and operational support to HR programs.
Duties and Responsibilities:
- Onboarding Coordination - The contractor shall provide onboarding coordination services for new employees to ensure smooth transition into the organization. Responsibilities include:
- - Conducting and facilitating employee orientation sessions.
- - Coordinating onboarding activities across HR and organizational stakeholders.
- - Establishing and tracking onboarding milestones during the employee’s first year of service.
- - Maintaining onboarding schedules, resources, and communication materials.
- - Serving as a point of contact for new employees during the onboarding period to address
- - questions and facilitate issue resolution.
- - Tracking onboarding completion metrics and providing status updates to HR leadership.
- - Identifying opportunities to improve onboarding processes and employee experience.
- HR Program Coordination Support - The contractor shall provide coordination and operational support across multiple HR functional areas to improve program efficiency and execution. Support may include:
- - Awards Programs: Coordinating administrative processes related to employee recognition and awards programs.
- - Training and Development: Supporting the planning, scheduling, and tracking of training and professional development activities.
- - HR Consulting Services: Assisting HR specialists and HR Business Partners with coordination of workforce initiatives and program support activities.
- - HR Operations: Providing administrative coordination, tracking, documentation support, and process facilitation for HR operations.
- Process Efficiency and Issue Resolution - The contractor shall support process improvements and operational coordination across HR services. Responsibilities include:
- - Identifying workflow inefficiencies and recommending process improvements.
- - Tracking and resolving administrative or coordination issues that affect HR service delivery.
- - Supporting the documentation of HR procedures, templates, and guidance materials.
- - Facilitating communication and coordination between HR functional areas and organizational stakeholders.
Deliverables:
- - Orientation and onboarding session coordination and execution.
- - Onboarding milestone tracking reports for employees during their first year.
- - HR program coordination support documentation as required.
- - Recommendations for process improvements to onboarding and HR operations.
- - Periodic status updates summarizing onboarding activities and HR support efforts.
- - Timely coordination and delivery of onboarding activities.
- - Accuracy and completeness of milestone tracking and documentation.
- - Responsiveness to HR program coordination requests.
- - Effectiveness in resolving coordination issues.
- - Demonstrated contributions to improving HR process efficiency.

QualificationsBasic

Qualifications:
- Graduate studies or master’s degree in a related field, or bachelor’s degree with 2 years of experience, or High school diploma or GED and at least 4 years of experience directly related to the duties and responsibilities specified.
- Detailed knowledge of federal human capital Recruitment, Performance Management, Awards and Recognition, Pathways Interns, Learning and Talent Development, or Executive Services, and associated programmatic regulations, policies, practices, concepts, and procedures to execute and assess program requirements.
- The contractor shall meet the necessary position qualifications for this task in accordance with the contract position description standards. Additionally, the contractor shall have experience with the following unique government or NASA IT systems, which include but are not limited to:
- - Electronic Position Description System (ePDS)
- - Talent Acquisition: USA Staffing (USAS)
- - BOBJ and NASA Organizational Profile System (NOPS)
- - Executive Performance Appraisal System (EPAS)

- Ability to communicate effectively, orally and in writing, with non-technical and technical staff
- Detail-oriented and possess strong organizational skills with the ability to prioritize multiple tasks and projects
