The Opportunity: We are seeking a detail-oriented, collaborative, and proactive Human Capital Management Analyst [Recruitment and Benefits] to join our team at Indian River Juvenile Correctional Facility. In this role, you will be a vital pillar of our operations, managing vacancies, coordinating benefits administration, and assisting with essential payroll activities.

Core Responsibilities:

Recruitment and Onboarding Activities

  • Manage Vacancies: Advertise vacancies, screen applications, schedule and conduct interviews.
  • Pre-Hire Processing: Schedule and conduct pre-hire meetings (e.g., background checks, schedule drug screenings).
  • Onboarding: Participate in new employee orientation (e.g., prepare materials and conduct Human Resources portion of orientation).
  • Outreach: Attend career fairs. Research recruitment methods and strategies.

Benefits and Leave Administration

  • Enrollment: Assist and enroll employees in benefits including medical, dental, and vision.
  • Leave Management: Track, process, monitor, and certify Family Medical Leave Act (FMLA) and/or Occupational Injury Leave.
  • Claims Coordination: Track, process, and monitor Workers’ Compensation, Unemployment, and/or disability benefits.

Payroll Processing

  • Accuracy and Review: Review payroll reports and make necessary corrections to ensure accurate compensation.
  • Time Entry: Assist in overall payroll processing activities and enter off-work payroll components.

Qualifications

2 yrs. exp. in human resources.

Or completion of undergraduate core program in human resources, business or public administration.

Or 1 yr. exp. as Human Capital Management Associate, 64611.

Or equivalent of Minimum Class Qualifications For Employment noted above.

BACKGROUND CHECK NOTICE:
The final candidate selected for this position will be required to undergo a criminal background check and pre-employment drug screening. PRE-SERVICE TRAINING:

All new candidates hired to the Department of Youth Services are required to attend 3 weeks of mandatory, paid training at the Correctional Training Academy in Orient, Ohio. Training Academy hours are Monday through Thursday, 7:00 am to 5:00 pm. Travel, meals, and lodging are provided.

DYS is a “qualifying employer” for purposes of the federal Public Service Loan Forgiveness [PSLF] program.
