HSSE Manager

Manager – Health, Safety, Security, & Environment (HSSE)

We are seeking a strategic and experienced HSSE Manager to lead health, safety, and environmental efforts across the project lifecycle. This role is responsible for developing and maintaining robust HSSE systems, ensuring compliance with international and local regulations, and fostering a proactive safety culture. The ideal candidate has deep expertise in EHS and project management, preferably within the airport or logistics industry.
Key Responsibilities:
HSE Management:
  • Develop, implement, and maintain HSSE systems to align Employer guidelines and ISO 14001 / ISO 45001 standards, and regional legal requirements.
  • Maintain documented operational controls to manage HSSE risks, environmental aspects, and sustainability.
  • Implement and monitor HSSE performance through SMART KPIs aligned contractual requirements from the Employer and international best practices (e.g., occupational illness, security breaches, environmental impact, emergency drills, training, inspections, audits).
  • Maintain documented processes for HSSE inspections and ensure inspection frequency reflects risk levels and environmental impact.
  • Ensure top management conducts periodic HSSE with findings shared and closed out appropriately.
  • Maintain and document emergency preparedness and response plans.
  • Maintain documented processes for HSSE reporting and investigation.
  • Conduct HSSE campaigns to all personnel, contractors, and the client.
  • Develop and deliver HSSE induction programs for all project personnel, subcontractors and visitors.
  • Identify training needs and ensure HSSE competency for all site-based staff in collaboration with HR and Training departments.
  • Promote awareness of safe work practices through campaigns, toolbox talks, and safety observations.
  • Support sustainability initiatives such as energy efficiency, emissions reduction, and responsible waste disposal.
Welfare Management:
  • Develop, implement, and maintain Worker Welfare plans aligned with Employer guidelines, ISO 14001 / ISO 45001 standards, and working knowledge of the IFC guidelines.
  • Implement welfare processes, activities and monitor for effectiveness.
  • Monitor welfare facilities and accommodation standards to ensure compliance with local labour laws and company requirements.
Strategic Leadership & Representation:
  • Serve as the HSSE SME to the project management team and represent HSSE matters to the customer.
  • Serve as the official representative at the Beyond Zero Forum, ensuring alignment with Employers safety and sustainability goals.
  • Build a team to execute the HSSE tasks trough-out the project life cycle.
  • Align HSSE strategies with customer requirements and overall project goals.
  • Lead change management initiatives related to HSE and support organizational transformation throughout the project lifecycle.
  • Coach and mentor HSSE team members to build internal capabilities and ensure competence across all HSSE roles.
Required Qualifications:
Education & Certifications:
  • Recognized qualifications in health and safety or risk management.
  • Preferably holds a diploma/ degree in Mechanical/ Electrical Engineering
  • Certifications in NVQ, BSC, NCRQ, NEBOSH or equivalent.
  • ISO Auditor certification (14001, 45001) preferable.
Experience:
  • Minimum 15 years of experience in HSE management, with at least 10 years in a senior leadership role.
  • Proven track record in the airport industry, particularly in baggage and cargo handling systems.
  • Extensive experience across the full project lifecycle, from proposal to handover.
Skills & Competencies:
  • Strategic thinker with strong leadership and interpersonal skills.
  • Excellent communication, coaching, and mentoring abilities.
  • Advanced knowledge of HSSE regulations, ISO standards, and industry best practices.
  • Proficient in auditing, risk management, and performance monitoring.
  • Ability to manage HSSE competence, training, documentation, and emergency response in line with Employer’s expectations.
