Job Description

  • Bachelor's degree in Engineering, Environmental Science, Occupational Safety and Health, or related discipline.
  • Relevant HSSE certifications accredited by Philippine authorities and recognized industry organizations.
  • Minimum of 5 years of HSSE experience in construction, infrastructure, dam, hydropower, tunnel, or power projects.
  • Knowledge of Philippine occupational safety and health regulations, environmental regulations, and international HSSE standards.
  • Experience in large-scale civil works, underground works, or hydropower projects is preferred.
  • Conduct daily site inspections, audits, and safety surveillance activities.
  • Monitor contractor compliance with approved HSSE plans, procedures, method statements, and permit-to-work systems.
  • Verify implementation of Job Hazard Analysis (JHA), Risk Assessments, and Safe Work Method Statements (SWMS).
  • Ensure compliance with project specifications, Philippine regulations, and applicable international HSSE standards.
  • Monitor proper use of Personal Protective Equipment (PPE) and safe work practices.
  • Identify unsafe acts, unsafe conditions, and environmental risks.
  • Recommend and track corrective and preventive actions until closure.
  • Participate in risk assessments and safety reviews for high-risk activities such as tunneling, blasting, excavation, lifting operations, confined space entry, work at height, and electrical works.
  • Support implementation of control measures to minimize project risks.
  • Assist in the investigation of accidents, incidents, near misses, and environmental events.
  • Prepare inspection reports, non-conformance reports, and HSSE observations.
  • Maintain records of inspections, corrective actions, and safety statistics.
  • Monitor closure of HSSE-related findings and recommendations
  • Conduct toolbox meetings, safety orientations, and awareness campaigns.
  • Promote safe work behaviors and foster a positive safety culture.
  • Provide guidance to contractors and workers on HSSE requirements.
  • Participate in emergency drills and preparedness exercises
  • Monitor implementation of environmental management measures, including erosion control, waste management, dust suppression, noise control, and water quality protection.
  • Verify compliance with environmental permits and project environmental management plans.
  • Report environmental incidents and recommend corrective actions.
  • Coordinate with contractors, supervision teams, and project management regarding HSSE issues.
  • Attend site coordination meetings and provide HSSE updates.
  • Support the Resident Engineer and HSSE Manager in achieving project HSSE objectives and targets
