The HSEQ Manager is responsible for leading and managing the Health, Safety, Environmental and Quality (HSEQ) performance of the East Anglia THREE (EA3) windfarm during the readiness phase, transition to operations and the Operations & Maintenance (O&M) phase.
The role ensures that all site activities, both onshore and offshore, are conducted in compliance with UK legislation, company policies, ISO standards and project consent requirements, while promoting a strong culture of safety, environmental responsibility and quality delivery.
The HSEQ Manager will establish, implement and maintain the site HSEQ management system, providing professional guidance to the Site Manager and wider leadership team on regulatory compliance, risk management, contractor performance and continuous improvement.
A key focus of the role is to support operational readiness, contractor integration and construction-to-O&M interfaces, ensuring that HSEQ risks are effectively managed during this critical phase of the asset lifecycle.
The role will work closely with the EA1 HSEQ Manager to ensure consistency of standards, sharing of best practices and alignment of processes across the East Anglia assets. The position will also provide support, where required, to existing operations (EA1) and future projects (including EA2) to ensure a consistent and integrated HSEQ approach across the wider portfolio.
Whatyou’llbe doing
Establish and maintain HSEQ standards and procedures during the readiness, transition to operations and O&M phases, ensuring full compliance with applicable regulations and legal requirements
Report on HSEQ performance, including KPIs, hazard identification and analysis of near misses and incidents, providing insight to site management and corporate functions
Monitor and manage HSEQ performance of main contractors and subcontractors to ensure best practice and compliance with contractual obligations
Health and Safetyand Environment
Provide strong and consistent HSEQ leadership across the EA3 site team, both onshore and offshore, promoting a positive safety culture and compliance with procedures
Act as the site HSEQ representative, leading and continuously advancing HSEQ performance to industry-leading standards
Establish, implement and maintain the site HSEQ management system, including procedures, documentation, training programmes, inductions and reporting systems
Ensure all site activities comply with UK legislation, company standards and environmental and consent requirements
Lead hazard identification and risk management activities, risk assessments, emergency response planning and drills
Support the safe management of SIMOPS activities during construction, commissioning and O&M integration phases
Lead and participate in HSEQ audits, inspections and site supervision activities covering SPR staff, contractors and subcontractors
Monitor and analyse HSEQ programmes, incident trends, behavioural safety performance and KPIs
Maintain site HSEQ records and ensure accurate and timely reporting
Lead and participate in incident and accident investigations, ensuring robust root cause analysis and effective close-out of corrective actions
Support implementation and compliance with Wind Turbine Safety Rules (WTSR) and High Voltage Safety Rules (HVSR)
Undertake offshore visits as required, including working on SOV and CTV vessels for defined periods, to provide direct HSEQ leadership, assurance and engagement with offshore teams
Quality
Implement and maintain the EA3 quality management approach in line with Offshore Quality Management System (QMS) requirements
Lead and participate in quality audits and inspections across onshore and offshore activities
Ensure non-conformances are identified, managed and resolved, driving continuous improvement
Support investigation of quality issues, including failed components, ensuring lessons learned are captured and embedded
Compliancewithconsentsand security standards
Ensure permitting and planning requirements are fully understood and adhered to by SPR staff and contractors, including transparent reporting of any non-compliances
Ensure monitoring and compliance with MMO licence and consent obligations
Engage with regulators and external stakeholders to ensure compliance with consenting obligations
Establish and manage site security requirements in line with corporate standards
Establish and manage site fire risk assessment and mitigation arrangements
Whatyou’llbring
A high degree of awareness of HSEQ management standards, applicable legislation, and industry best practice, gained within a renewables or offshore environment
Expert knowledge of Quality (ISO 9001), Environmental (ISO 14001) and Occupational Health & Safety (ISO 45001) management systems
Demonstrable track record of successfully managing HSEQ performance in offshore wind or similar high-risk industries
Ability to develop and maintain effective relationships with enforcement authorities and external stakeholders
Experience in root cause analysis, incident investigation, and tracking corrective actions through to effective close-out
Ability to operate and positively influence at all levels within the organisation and with external stakeholders
Ability to clearly communicate HSEQ risks, including commercial considerations, to support business decision-making
Experience leading audit programmes, HAZOPs, HAZIDs, risk assessments and incident investigations
Well-developed process mapping and continuous improvement skills
Ability to train, support and mentor colleagues across multi-disciplinary teams
Highly developed communication and interpersonal skills, with the ability to work effectively within a team environment
Working knowledge of Wind Turbine Safety Rules (WTSR) and High Voltage Safety Rules (HVSR), and their application within offshore wind farm operations
