Key Responsibilities:
HSE Leadership & Compliance
  • Implement and maintain the Project HSE Management System (HSEMS).
  • Ensure compliance with company procedures, client standards, and regulatory requirements.
  • Promote a positive safety culture through visible leadership and workforce engagement.
  • Support project management in achieving HSE objectives and KPIs.
  • Monitor contractor compliance with approved HSE plans and procedures.
Site Inspections & Audits
  • Conduct daily site inspections of work areas, equipment, and facilities.
  • Identify unsafe acts, unsafe conditions, and environmental risks.
  • Monitor corrective and preventive actions to closure.
  • Participate in internal and external HSE audits and inspections.
  • Verify compliance with Permit-to-Work (PTW) requirements.
Risk Management
  • Facilitate Job Safety Analysis (JSA), Task Risk Assessments (TRA), and Hazard Identification (HAZID) activities.
  • Ensure risks are assessed and controlled before work execution.
  • Monitor critical and high-risk activities including:
    • Work at Height
    • Confined Space Entry
    • Lifting & Rigging Operations
    • Excavation & Trenching
    • Hot Work
    • Electrical Isolation (LOTO)
    • Mobile Equipment Operations
    • Blasting and Mining Activities (where applicable)
Incident Investigation & Reporting
  • Investigate incidents, near misses, and unsafe occurrences.
  • Determine root causes and recommend corrective actions.
  • Maintain accurate HSE records and documentation.
  • Prepare daily, weekly, and monthly HSE reports and statistics.
  • Monitor leading and lagging HSE performance indicators.
Training & Awareness
  • Conduct HSE inductions for employees, contractors, and visitors.
  • Deliver toolbox talks, safety briefings, and awareness campaigns.
  • Coach supervisors and workers on safe work practices.
  • Promote hazard reporting and behavioral safety programs.
Environmental Management
  • Monitor environmental compliance and control measures.
  • Ensure proper waste management and housekeeping practices.
  • Monitor dust, noise, emissions, and spill prevention controls.
  • Support environmental inspections and reporting activities.
Emergency Preparedness
  • Participate in emergency response planning and drills.
  • Ensure emergency equipment is available and inspected.
  • Coordinate emergency response activities when required.
  • Support medical emergency and incident response procedures.
Qualifications:
Education
  • Bachelor’s Degree in Occupational Health & Safety, Engineering, Environmental Science, or a related discipline.
Professional Certifications
  • NEBOSH International General Certificate (IGC) – Preferred.
  • IOSH Managing Safely.
  • OSHA Construction Safety Certification.
  • First Aid/CPR Certification.
  • Incident Investigation Training.
Experience
  • Experienced in construction, mining, infrastructure, industrial, or oil & gas projects.
  • Experience working on EPC/EPCM projects is preferred.
  • Strong site-based experience with major contractors or consultants.
