Job Description

The purpose of this role is to ensure the safety and health of all personnel and the protection of property by proactively identifying, controlling, and eliminating hazardous conditions. The position will drive the implementation and continuous improvement of HSE strategies and practices across the site, ensuring compliance with safety standards, regulations, and company policies. Engage with collaborators, customers, partners, and team members to communicate and ensure compliance with HSE expectations. This role also involves training, proficiency development, internal auditing, incident investigations, and workers' compensation management, ultimately striving to foster a culture of safety and operational excellence.

  • IMAS 7.1 Identification of emergency scenarios
  • IMAS 8.3 Internal Audit Program
  • Achieve and be responsible for the fulfillment of personal safety objectives (Safety Scorecard) and site safety goals.
  • Assist in ensuring the successful implementation of all IMAS elements, providing necessary follow-up with each coordinator.
  • Lead to compliance of IMAS element 2.4 “Industrial hygiene and occupational health”
  • Accountable for the safe implementation of operating procedures, ensuring the availability of necessary resources and proper training.
  • Coordinate the use of IMAS tools and is responsible for accurately handling emerging recommendations.
  • Ensure that personnel are accurately trained in the use of IMAS tools.
  • Responsible for conducting fire drills and response activities.
  • Approves periodic reviews of operating procedures, including critical and special task procedures for the terminal.
  • Responsible for the effective process of the safety program and the use of all related tools.
  • Report any accident or incident that occurred during your shift or any event that you have been assigned to report.
  • Enforce the use of the pre-use form when applicable.
  • Review MOC documents in terms of HSE and safety.
  • Key member of the Petroleum and Emergency Response Team organization.
  • Keep solid waste outputs under control.
  • Lead all aspects of that the environmental monitoring service is carried out in a timely manner. Maintain a record of all laboratory results.
  • Ensure the health of personnel, developing an occupational health plan for emergency response brigades
  • Key member of the Emergency Response Team.
  • Responsible for keeping an eye on government notifications related to the environment, safety and/or security to address required actions on site and prevent incidents/accidents.
  • Port Facility Security Officer.
  • Ensure the timely and complete submission of all HSE and security-related reports, including internal control reports, by the specified due dates.
  • Ensure site meets all ISPS requirements and regulatory requirements regarding safety and security.
  • Responsible for management of hazardous materials and chemicals in general,
  • Ensures all chemicals have been accurately assessed prior to use including handling and storage.
  • Responsible for authorizing the use of chemicals at terminals
  • Approves HSE related work orders when required
  • Manages their prioritisation and timely execution based on reliability guidelines and customer needs.
  • Collaborates with the Maintenance Supervisor on HSE matters to successfully complete the Preventive Maintenance Plan.
  • Enforces accurate and efficient use of PPE and materials.
  • Ensure that all internal controls are carried out as required
  • Assist operations staff in maritime operations in terms of HSE and safety (loading/unloading of vessels) including inspection of vessels, ensuring that all necessary documentation has been received and completed prior to the unloading of any vessel.
  • Coordinate with port authorities all necessary access permits.
  • Responsible for the development, execution and documentation of the HSE and Safety Training Programme, as per IMAS requirements.
  • Create and upkeep Internal Controls.
  • Contribute to developing the annual OPEX budget in terms of HSE and Safety.
  • When required, assist with meter/sales reconciliation reviews, business continuity plans, meter calibrations, cable seals, scale and volumetric checker calibrations, monthly RTD checks, etc.
  • Participate in internal and external controls assessments.
  • Participate as auditor during loading operations when BCP is activated
  • Assist the Terminal Superintendent or Operations Manager on special assignments.

Knowledge, Skills and Abilities:

  • Engineering or college degree (preferably).
  • 5-10 years of experience in terminal operations (cargo racks, marine operations, tank farm operations)
  • Knowledge of industry practices and standards (i.e. API, ISO 9000, NFPA, among others).
  • Digital literacy: Microsoft Office applications.
  • Proficiency in verbal and written English (preferably)
  • Safety and security oriented!
  • Leadership skills!
  • Strong initiative and dependability,
  • Staff training/coaching skills.
  • Must have a solid understanding of terminal operations and procedures.
  • Good writing and communication skills.
  • Customer focused approach.
