General Provisions

1.1. The HSE Inspector (Occupational Health, Safety and Environment Inspector) belongs to the management category.

1.2. The HSE Inspector shall be appointed to and dismissed from the position by order of the Company's General Director.

1.3. In performing official duties, the HSE Inspector reports directly to the Project Manager and the General Director of the Company.

1.4. A person appointed to the position of HSE Inspector shall meet the following requirements:

• Higher education;
• At least 5 years of relevant work experience;
• Proficiency in office equipment (fax machine, copier, scanner, printer);
• Proficiency in Microsoft Office applications (Word, Excel);
• English language proficiency at Intermediate level or above.

1.5. The HSE Inspector shall have knowledge of:

• Legislative and regulatory acts and methodological materials in the fields of construction, project management, occupational health, safety, and environmental protection.

1.6. Required Skills and Qualifications

• Demonstrated commitment to HSE requirements in project management;
• Strong leadership and communication skills;
• Results-oriented approach;
• Experience in project management and/or managing a team of specialists.

1.7. The HSE Inspector shall be guided in his/her work by:

• Legislative and regulatory acts and methodological materials in construction, project management, occupational health, safety, and environmental protection of the Republic of Uzbekistan;
• Worley corporate requirements and procedures;
• Internal regulations and administrative documents of the Company;
• Internal labor regulations;
• Occupational health, safety, industrial hygiene, and fire protection rules;
• Instructions, orders, decisions, and assignments of the immediate supervisor;
• This Job Description.

II. Duties and Responsibilities of the HSE Inspector

Main Responsibilities

The HSE Inspector:

2.1. Is responsible for ensuring implementation of the Occupational Health and Safety Program for the project in accordance with internationally recognized best practices.

2.2. Participates in the development of the Health and Safety Management Program.

2.3. Monitors compliance of project solutions with occupational health, life safety, and safety procedures and requirements; maintains records of identified non-conformities and proposes corrective actions. These functions are carried out independently from the project team responsible for the work.

2.4. Ensures that occupational health and safety remain a primary focus during engineering, construction, and operational activities.

2.5. Participates in project activities related to occupational health, safety, and welfare, including risk assessment, work planning, implementation of safe work methods, and maintenance of records of identified violations.

2.6. Prepares reports, including investigations related to accidents, injuries, and environmental incidents.

2.7. Anticipates and evaluates potential risks during construction and equipment installation activities.

2.8. Participates in HAZID and HAZOP studies and related process safety reviews.

2.9. Participates in Safety Integrity Level (SIL) planning and assurance activities.

2.10. Participates in fire and explosion safety analyses and fire protection studies.

2.11. Ensures that technical safety assessments are conducted in accordance with project requirements.

2.12. Participates in monitoring safety-related activities on construction sites. Assists in coordinating process safety and technical risk management activities. Supports compliance reviews of project documentation and equipment specifications against applicable safety requirements.

2.13. Performs other tasks assigned by project management within the scope of competence and this Job Description.

III. Rights of the HSE Inspector

The HSE Inspector has the right to:

3.1. Obtain information, including confidential information, to the extent required for performing assigned tasks.

3.2. Review and endorse documents within the scope of his/her authority.

3.3. Submit proposals to the Company's management regarding improvements in project management, occupational health, safety, and environmental performance.

3.4. Require management to provide appropriate working conditions necessary for the performance of duties and preservation of all documents generated by the Company's activities.

3.5. Make decisions within the scope of assigned authority.

3.6. Interact with departments of external organizations and institutions to resolve operational issues related to production activities within the competence of the HSE Inspector.

IV. Responsibilities of the HSE Inspector

The HSE Inspector shall be responsible:

4.1. For failure to perform or improper, untimely, or negligent performance of assigned duties.

4.2. For failure to comply with applicable instructions, orders, and regulations regarding the protection of trade secrets and confidential information.

4.3. For violations of internal labor regulations, labor discipline, occupational health and safety rules, and fire safety requirements.
