Job Title: Specialist HSE Engineer
KBR is growing its Project Management Consultancy (PMC) team for an exciting, high profile offshore development in Abu Dhabi. The ADNOC PMC project role would be based initially in Client or Contractors Office later move to offshore site.
Job Purpose
To provide expert HSE leadership and technical support for the ADNOC Lower Zakum Project, ensuring all engineering, construction, commissioning, hook-up, offshore installation, and operational activities are executed in compliance with ADNOC HSE standards, UAE regulations, international best practices, and project-specific HSE requirements.
Key Responsibilities
HSE Management & Compliance
- Implement and monitor project HSE Management System (HSE-MS) requirements.
- Ensure compliance with ADNOC Offshore HSE standards, client specifications, and regulatory requirements.
- Participate in HSE audits, inspections, and management reviews.
- Review contractor and subcontractor HSE plans, procedures, and risk assessments.
- Maintain project compliance with ADNOC permit-to-work (PTW) requirements.
Risk Assessment & Hazard Management
- Lead HAZID, HAZOP, SIMOPS, Job Safety Analysis (JSA), and Risk Assessment workshops.
- Identify project hazards and develop effective mitigation measures.
- Monitor critical construction and offshore activities including:
- Lifting operations
- Hot work
- Confined space entry
- Working at height
- Marine operations
- Pipeline and wellhead activities
- Ensure implementation of Life Saving Rules and critical control verification.
Site HSE Monitoring
- Conduct regular site inspections and behavioral safety observations.
- Verify corrective and preventive actions arising from audits and incidents.
- Monitor contractor HSE performance and KPIs.
- Ensure proper use of PPE and adherence to safety procedures.
Incident Investigation
- Lead and participate in incident, accident, and near-miss investigations.
- Conduct root cause analysis and recommend corrective actions.
- Track closure of investigation findings and lessons learned.
Training & Awareness
- Deliver HSE induction programs and toolbox talks.
- Coach supervisors and workforce on safe work practices.
- Promote a strong safety culture through awareness campaigns and engagement programs.
Environmental Management
- Monitor waste management, spill prevention, and pollution control measures.
- Ensure compliance with environmental permits and ADNOC environmental requirements.
- Support sustainability and environmental improvement initiatives.
Emergency Preparedness
- Participate in Emergency Response Plan development.
- Coordinate emergency drills and exercises.
- Provide technical HSE support during emergencies and incident response activities.
Reporting & Documentation
- Prepare weekly and monthly HSE reports.
- Maintain HSE statistics and performance dashboards.
- Track leading and lagging indicators.
- Present HSE performance updates to project management and ADNOC representatives.
Qualifications
- Bachelor's Degree in Engineering, Occupational Health & Safety, Environmental Engineering, or related discipline.
- NEBOSH International Diploma / NEBOSH IGC.
- IOSH Managing Safely or equivalent.
- Lead Auditor certification (ISO 45001 preferred).
- Additional certifications in Incident Investigation, Risk Assessment, or Process Safety are advantageous.
Experience
- Minimum 10-15 years of HSE experience in Oil & Gas, EPC, or Offshore Projects.
- Minimum 5 years in ADNOC Offshore projects preferred.
- Experience in offshore construction, hook-up, commissioning, and brownfield modifications.
- Strong knowledge of ADNOC Offshore HSE requirements and UAE regulatory standards.
