POSITION LOCATION: Swakopmund, Erongo , Namibia

POSITON NAME: Health, Safety and Environment Manager

Role Purpose

• The HSE-RP Manager leads all HSE-RP activities for the DFS, pilot phase, construction, commissioning and operational readiness and also regarding the Erongo Desalination plant.
• The HSE & Radiation Protection Manager will be part of the Management Committee of the company and will manage the different safety, environmental and radioprotection programs
• The role ensures regulatory compliance with Namibian legislation and Company standards while embedding a high-performance safety culture across employees and contractors.

• Managing all the HSE and radioprotection (RP) of site as well as for project than for care & maintenance and future operation, in the view to develop and implement a safety culture based on highest standards.
• Define the appropriate HSE-RP workforce depending of the stage of the project
• Update existing procedures, adapt them and/or issue new ones, if necessary, with respects to applicable Namibian law and internal group policies,
• Define and implement procedures on site, with appropriate trainings, coaching but also disciplinary measures if required
• Define and implement integrated HSE-RP management system involving management and members of the team (VSP, inspection, safety anchor), in order to increase safety culture and onboard each member of the team,
• Define and implement necessary KPI's
• Lead emergency preparedness, organize emergency drills, and environmental & RP monitoring
• Organize specific and regular trainings on dedicated topics: LOTO, permit to work, risk assessments,
• Implement Pareto, near misses and HIPO management system to prevent incidents: root cause analysis and mitigation actions
• Specify to future contractors (EPC & EPCM) group expectations in terms of HSE and define and implement a system that will engage positively our contractors to safety.
• Ensure the safety training of the OMN employees and subcontractors are properly completed
• Define and implement respect of environment in links with applicable law, and group policies.
• In coordination with DTD department develop and implement full digitalization of HSE routines for effective application on site.
• Implement ISO 45001 / ISO 14001 aligned systems

Experience

• Proven track record of more than 10 years of experience on similar projects and positions as HSE Manager on international major projects in construction and mining operations.
• For construction proven experience from contract preparation to final hand over to operations
  
  

Level of education

• Engineering qualification (Diploma or Degree in Engineering or related field)
• Recognized HSE Certification (e.g SAMTRAC, NEBOSH or equivalent)
  Radiation Protection qualification.
• English fluent

Technical Competences

• Perfect knowledge of international standards related to HSE procedures both for construction and mining (LOTO, work at height, permit to work)
• Perfect knowledge of Namibian legislation (work, environment) and experience for implementation and respect of these ones.
