Job Description
The APTIM Federal Services, LLC team was recently awarded several contract task orders by the Navy at Hunters Point Naval Shipyard, San Francisco, CA. Our team will remove environmental and radiological contaminants from impacted property, re-investigate areas of concern, restore the shoreline, and construct seawalls along the San Francisco Bay waterfront. Hunters Point Naval Shipyard is among the most well-known environmental restoration projects in the United States.
The Site Health and Safety Officer (SHSO) will be responsible for implementing and maintaining all relevant APTIM safety programs in conjunction with client procedures to provide a safe and compliant working environment during APTIM work activities. The SHSO ensures that all project safety requirements are implemented in accordance with approved Accident Prevention Plans (APP), Activity Hazard Analyses (AHA), and Site Health and Safety Plans (SHSP/HASP).
This position requires strong field leadership and coordination with the client Site Safety Representative, Navy representatives, and APTIM Corporate Safety leadership. The SHSO will spend the majority of their time in the field ensuring safe execution of construction, environmental remediation, and radiological investigation activities.
This position is located in the San Francisco Bay Area.
Key Responsibilities / Accountabilities
Safety Program Implementation
- Provide overall safety leadership, guidance, and technical support to the APTIM Site Management team.
- Ensure the full implementation and enforcement of the approved Accident Prevention Plan (APP), Activity Hazard Analyses (AHAs), and Site Health and Safety Plan (SHSP/HASP) for all field activities.
- Monitor field activities to verify compliance with applicable OSHA, EPA, DoD, Navy/Marine Corps, and client safety requirements.
- Ensure day-to-day safety work processes are followed, including required permits, gas monitoring, PPE use, and safe work practices.
- Spend 80--90% of the time in the field coaching personnel, identifying hazards, and correcting at-risk behaviors.
Hazard Analysis and Work Planning
- Assist supervisors with compliance with the Job Safety Analysis (JSA) process.
- Assist supervisors in the development and review of Activity Hazard Analyses (AHAs) and submit AHAs to the client for acceptance.
- Monitor the pre-job briefing process to ensure adequate hazard identification and safety coverage.
- Conduct daily site walk-downs and weekly safety inspections with supervisors.
Hazardous Site and Environmental Safety
- Ensure proper implementation of safety protocols associated with hazardous waste remediation sites, including work requiring EPA Level B and Level C personal protective equipment.
- Support proper use and implementation of respiratory protection programs and PPE requirements.
- Oversee and coordinate air monitoring and industrial hygiene monitoring activities, including:
- Air monitoring instrumentation
- Air sampling methods
- Interpretation of monitoring results
- Noise monitoring and confined space monitoring when required.
Safety Training and Communication
- Conduct Site Safety Orientations and required safety training for all APTIM personnel.
- Communicate daily lessons learned during morning meetings and field briefings.
- Lead and support weekly supervisor safety meetings and site safety committee meetings.
- Maintain liaison with client site safety representatives and APTIM corporate safety leadership.
Incident Management and Reporting
- Facilitate incident investigations and injury management in accordance with site safety plans and APTIM procedures.
- Provide injury case management and coordinate clinic visits when necessary.
- Enter accident and incident data into the APTIM Incident Management System (AIM).
- Promote and support good catch and low-level reporting programs.
Emergency Response and Safety Coordination
- Facilitate site emergency response procedures including evacuation processes as required by the client.
- Ensure adequate supplies and proper use of required PPE including specialized equipment such as FR clothing and respiratory protection.
- Support confined space entry safety, fall protection programs, and other specialized safety plans.
Industrial Hygiene and Safety Monitoring
- Conduct or coordinate on-site industrial hygiene monitoring when required, including:
- Noise dosimetry
- Air monitoring
- Confined space monitoring
- Maintain documentation including:
- OSHA logs
- Training records
- Incident reports
- Safety compliance documentation.
Basic Qualifications
- Five (5) to ten (10) years of safety experience, including a minimum of five (5) years in construction safety, or three (3) years if the individual possesses a Certified Safety Professional (CSP) certification or a degree in safety and health.
- Minimum one (1) year of experience working at hazardous waste sites where EPA Level B and Level C personal protective equipment was required.
- Specialized training and experience in:
- Personal protective equipment programs
- Respiratory protection program implementation
- Air monitoring instrumentation and air sampling techniques
- Interpretation of air monitoring results.
- Demonstrated knowledge of applicable federal, state, local, Department of Defense (DoD), and Navy/Marine Corps occupational safety and health regulations.
- OSHA 30-Hour Construction Safety Training (required for Environmental Restoration and BRAC projects).
- 40-Hour HAZWOPER certification.
- Current First Aid and CPR certification from a recognized organization such as the American Red Cross.
- Must speak, read, and write fluent English.
- Must possess a valid driver's license with a clean driving record.
- Strong written and verbal communication skills.
- Moderate to advanced computer skills including Microsoft Outlook, Word, Excel, and PowerPoint.
- Ability to travel and report to work on short notice, including weekends, nights, or holidays as required.
Physical Qualifications
This position requires frequent field presence and physical activity including:
- Standing and walking (70--100% of time)
- Lifting and carrying 20--50 lbs.
- Climbing ladders, scaffolding, and elevated structures
- Entering confined spaces
- Operating vehicles on and off site
- Conducting air and noise monitoring
- Wearing fall protection harnesses
- Wearing respiratory protection including half-face or full-face respirators
The HSE Manager will spend 80--90% of their time in the field working outdoors in a dynamic construction and environmental remediation environment.

As of the date of this posting, a good faith estimate of the current pay range for this position is $94,000 - $155,000 Per Year. Compensation depends on several factors including: experience, education, key skills, geographic location of the position, client requirements, external market competitiveness, and internal equity among other employees within APTIM.
