Location: Damen Middle East Shared Services (DMESS), Abu Dhabi

Scope: Group / Global

Role Purpose

The Group HSE & Management Systems Specialist acts as a Group Centre‑of‑Expertise, responsible for the design, development, standardisation and continuous improvement of group‑wide processes, policies, standards and management systems. The role is based in DMESS Abu Dhabi and supports the organisation globally through remote, strategic and system‑oriented delivery, rather than local operational execution.

Reporting Line & Governance

  • The role reports directly to the Group Director HSSE
  • The role operates within a matrix governance structure and works closely with the Division Leadership Teams and supporting organisation’s HSE functions.

Key Responsibilities

  • Group Process Architecture & Process Mapping
  • Act as Group expert in end‑to‑end process mapping and process design
  • Develop and maintain process maps, workflows and governance structures using tools such as MAVIM
  • Translate strategy, risk and compliance requirements into clear, scalable and auditable processes
  • Ensure alignment of roles, responsibilities, interfaces and controls across divisions

Policies, Standards & Procedures

  • Develop, review and maintain Group policies, standards, procedures and work instructions
  • Ensure documentation is clear, structured, consistent and audit‑ready
  • Harmonise documentation across divisions to reduce fragmentation
  • Act as content authority for group‑level management system documentation

Management Systems & ISO Frameworks

  • Provide group‑level expertise for the following ISO standards:
  • ISO 9001 – Quality Management
  • ISO 14001 – Environmental Management
  • ISO 45001 – Occupational Health & Safety

Design and maintain integrated management system frameworks

  • Define group methodologies, templates and controls
  • Support certification, surveillance and internal audits (coordination and preparation)
  • Advise divisions on implementation and continuous improvement

HSE & Risk Governance (Group Level)

  • Develop group‑wide risk management and control frameworks
  • Provide guidance on high‑risk activities such as working at height, confined space, LOTO and permits to work
  • Analyse trends and systemic issues using group data
  • Support group‑level continuous improvement initiatives

Stakeholder Engagement & Advisory

  • Act as trusted advisor to Group Management and Division Leadership Teams
  • Facilitate group governance meetings, workshops and alignment sessions
  • Support knowledge sharing and maturity growth across the organization
  • Support divisions by setting up training /e-learning templates on various HSE topics

Profile & Experience

Experience

  • Senior specialist with 8–10+ years’ experience in HSE, Quality, Management Systems or Process Governance
  • Experience operating at group or multi‑site level
  • Background in maritime, shipbuilding, offshore or oil & gas preferred

Core Expertise

  • Expert‑level process mapping and process design
  • Strong experience writing policies, standards, procedures and governance frameworks
  • Hands‑on experience with integrated management systems
  • Strong working knowledge of ISO 9001, ISO 14001 and ISO 45001

Qualifications

  • Relevant HSE / Quality / Management Systems qualification (e.g. NEBOSH, HVK, ISO Lead Auditor)
  • Internal or Lead Auditor certification preferred
