Job Description

1. Role Purpose

The HSE Lead is accountable for strategic and operational leadership of Health, Safety, and Environmental governance for the project. The role ensures full compliance with applicable legislation, effective Major Hazard Risk management, safe execution of Simultaneous Operations (construction, commissioning, and live plant operations), robust contractor governance, and integration of risk management into Asset Management and Operational Excellence systems.

2. Key Accountabilities

2.1 Strategic Leadership & Governance

  • Develop and implement the Phase 2 HSE Strategy aligned with the clients' international standards.
  • Provide visible felt leadership across mining, concentrator, maintenance, and contractor teams.
  • Integrate HSE governance into Asset Management Plans, Reliability frameworks, and shutdown planning.
  • Advise the Plant Manager on regulatory exposure and emerging risks.

2.2 Legal Compliance & Regulatory Governance

  • Ensure compliance with MHSA, NEMA, NEMWA, NWA, and environmental authorisations.
  • Maintain statutory appointment registers and legal compliance trackers.
  • Lead regulatory inspections and external audits.
  • Ensure ICAM investigations are conducted and corrective actions closed out.

2.3 Risk Management & Critical Control Assurance

  • Drive Baseline and Issue-Based Hazard Identification and Risk Assessments.
  • Implement Bowtie analyses for Major Hazard Risks.
  • Oversee Critical Control Management and verification processes.
  • Ensure risk governance across SAG and Ball mills, flotation circuits, reagent handling, and Tailings Storage Facilities.

2.4 Contractor Governance & Simultaneous Operations Management

  • Establish Simultaneous Operations coordination protocols.
  • Ensure permit-to-work systems are controlled and audited.
  • Monitor contractor performance indicators and enforce accountability.
  • Manage construction-to-operations interface risks.

2.5 Environmental Stewardship & Sustainability

  • Ensure compliance with environmental monitoring programmes.
  • Oversee air, water, waste, and biodiversity management.
  • Manage environmental risk exposure related to Tailings Storage Facilities.
  • Lead spill response and emergency preparedness planning.

2.6 Safety Culture & Capability Development

  • Drive behavioural safety programmes and leadership coaching.
  • Embed Stop Work Authority across all levels.
  • Develop structured HSE training programmes for employees and contractors.

2.7 Reporting & Performance Management

  • Monitor LTIFR, TRIFR, High Potential Incidents, and environmental compliance indicators.
  • Track leading safety indicators and audit findings.
  • Prepare monthly, quarterly, and annual HSE performance reports.

3. Qualifications & Experience

Education

  • Degree or Diploma in Safety Management, Environmental Science, Engineering or related discipline.
  • SAMTRAC or NEBOSH certification (Essential).
  • ISO 45001 and ISO 14001 Lead Auditor (Advantageous).
  • ICAM Investigator Certification (Recommended).

Experience

  • Minimum 10 years in mining or heavy industrial environments.
  • At least 5 years in senior HSE leadership role.
  • Experience in concentrator plants and expansion projects.
  • Experience managing contractor-intensive environments.
