1. To be responsible for maintain HSE management system (ISO 14001 & ISO 45001& Safety standization system), and ensure all requirements are being monitored and followed.负责维护HSE管理体系（ISO 14001 & ISO 45001& 安全标准化体系），并确保所有要求被监控和实施。
2. To be responsible for HSE related legislation collecting and compliance audit.负责HSE相关法律法规的收集并执行合规性评估。
3. Plan and conduct HSE relevant trainings to site staff and/or contractors/visitors.Developing the HSE training files and uploading to learning system.计划并实施对员工、承包商及访客的HSE相关培训。开发HSE培训教材并上传至学习系统。
4. Organize and conducte HSE risk analysis (PHA/HAZOP/JSA etc.) and follow the status of corrective actions implementation. 组织并执行HSE风险评估（PHA/HAZOP/JSA etc.），并跟踪纠正措施的实施情况。
5. Carry out the HSE audit inspection, timely identify and notify relevant units of responsibilities to eliminate potential accidents in site. Manage and maintain the hidden table and update them regularly. 开展HSE相关稽核和检查，及时识别并通知相关权责单位消除现场事故隐患。
6. Organize emergency response drills, manage incident reporting, investigation, and RCA. 组织应急演练，管理事故通报、调查及根本原因分析。
7. Provide HSE support on modification projects through required processes properly i.e., risk assessment, MOC, PSSR etc. to ensure full compliance and safe operation. 根据正确的需求流程对变更项目进行HSE方面的支持，如风险评估、MOC、PSSR等以确保全面合规和安全运行。
8. Work with the Engineering department closely to complete the requirement of the three simultaneous processes for new project.与工程团队紧密配合以完成新项目三同时的需求。
9. Follow the implement of HSE annual plan and sorting the related records according to the requirements of safety standardization.跟踪HSE年度计划的实施并按照标准化的要求对相关记录进行归档。
10. Develop, review/update and implement site specific HSE procedures in compliant with regulatory requirement and company requirement.开发、回顾、更新并实施工厂特定HSE程序以符合法规和公司要求。
11. To be responsible for the company’s permit and ensure their compliance, renewal or update of the HSE related key licenses/permits, including pollutant discharge permit, drainage permit, etc.负责公司证照的管理并确保他们的符合性，负责HSE相关关键运行证照的延期换证或更新，如排污许可证，排水许可证等。
12. Supervise hazardous waste handling process and facilities’ status of environment protection treatment to ensure compliance and find opportunity for improvement in terms of sustainability. 监督危险废物处理流程和环保处理设施的状态以确保合规，并在可持续性方面寻找改进的机会。
13. To be responsible for the implementation of the requirements of pollutant discharge permit to ensure compliance. 负责实施排污许可证的要求以确保合规。
14. Issue the special work permit and monitor the requirements of all HSE procedures, especially for the implementation of special work permit.负责签发工作许可证并监督HSE相关程序文件要求，特别是特殊作业许可要求的实施。
15. Maintaining the government HSE reporting system.维护政府HSE报告系统。
16. Work closely with HR to conduct the requirements of the management of occupational health to ensure the compliance.与HR紧密合作,实施职业健康管理的要求以确保合规。
17. Lead by example in full compliance with HSE policy, rules and requirements and hold accountability to promote safety culture of site. 以身作则，全面遵守HSE政策、规则和要求，并负责推进工厂的安全文化。

1. Job Competencies
a.Education: Junior college degree or above, majoring in Chemical Engineering, Safety Engineering or Environmental Engineering, etc.
b.Experience: At least 3 years’ experience of HSE role in chemical industry, and experience in fine chemical industry is preferred.
2. Technical Knowledge and Skills
a.Good knowledge of chemical engineering processes.
b.Familiar with environmental management.
c.Familiar with the operation and maintenance of exhaust gas treatment facilities, especially the RTO system and the online detection system.
d.Good abilities of problem solving, decision making and organization.
3. Position Requirements
a.IT Skills: Good skills in MS office and Powe BI is preferred.
b.Language Skills: Good reading and writing skills in English.
c.Working arrangements: good interpersonal skills and team work/collaboration
d.Traveling required: no requirement.
