1. JOB DETAILS:
Position Title: HSE & Chemistry Manager
Reports to: General Manager
Department: HSE & Chemistry
Function: Health, Safety, Environment and Chemistry
Grade: L1 - 17
2. JOB PURPOSE:
To ensure compliance with health, safety, and environmental regulations and standards in all
operations and maintenance of the power and desalination plant. Responsible for planning, creating,
implementing, and maintaining health and safety programs to prevent risks, and assure the highest
possible degree of safeguard for all employees at the power plant. Assuring compliance with all
applicable health and safety regulations and standards.
3. KEY ACCOUNTABILITIES:
Organizes, plans, coordinates, harmonizes, and supervises the objectives and activities regarding
Health, Safety, Security, Environmental Aspects, Procedures, Training, implementation of the
Health & Safety Systems and audits, etc. necessary for the correct functioning of the operation
and maintenance company in the plant, with the purpose of guaranteeing the performance of the
company and the integrity of its workers.
Plans, implements, and coordinates programs to reduce or eliminate occupational injuries,
illnesses, deaths, and financial losses;
Support the Top Management in the Health & Safety Policy and Guidance issue;
Provide communication to the company concerning accidents/near misses and any health and
safety issues that cannot be resolved or require further approval;
Monitory effective implementation of appropriate health, safety, and environment procedures and
provide updates in line with the changes in legislation and company Directives;
Identifies and appraises conditions that could produce accidents and financial losses and
evaluates the potential extent of injuries resulting from accidents;
Interface with plant personnel to address safety or environmental concerns or violations;
Conducts or directs research studies to identify hazards and evaluate loss producing potential of
a given system, operation, or process;
Develop accident-prevention and loss-control systems and programs for incorporation into the
operational policies of the organization;
Oversee site facilities program to facilitate the development and implementation of facilities safety
and health improvement plans to enhance compliance and improve safety and health
performance;
Built and maintained strong relationships within the plants and the larger HSE organization;
Main point of contact for third-party management system audits with responsible for responding to
audit findings;
Create and manage the budget of HSE & Chemistry;
1. Health and Safety:
Organises, monitors and follows up on the implementation of the Health and Safety System.
Elaborates, updates and implements the annual Health & Safety Action Plan in the plant;
Organizes reviews and audits of the activities in the plant of the company in order to verify if they
comply with the Procedures and Regulations established in the Health and Safety Policies and Procedures
Publishes reports, corrective and preventative corrections and recommendations as well as their implementation
Informs the General Manager and the Plant Management on any weaknesses and shortcomings
detected in the company and on the sites in regard to Health and Safety
Analyses the incidents and accidents that occur in each plant and proposes corrective and preventative actions/measures.
2. Environmental Management:
Coordinates and verifies that the plant operated by TTEOM in U.A.E. comply with their obligations in matters of operations, maintenance, construction, Health and Safety and site security as specified by the Local Environmental Legislation through the respective project and operation permits and authorizations;
Supervises and reviews the environmental monitoring reports in order to organize and support internal and external reviews and audits
Implement programs to minimize environmental impact and improve resources efficiency
Ensure proper handling, storage, transportations, and disposal of hazardous and chemical wastes.
3. Training:
Together with the Plant Operations and Maintenance Managers and Plant HSE Officers, elaborates the yearly HSE related Training Plan and organizes its implementation and follow up through HR & Administration department
Reports and distributes publications of new Legislation, Norms and Standards in the company and organizes adequate information and training sessions regarding these topics for all involved parties including contractors and sub-contractors;
As a representative of TTEOM U.A.E., participates and collaborates in the different networking groups for the review of official Norms and Standards.
Identifies any deficiencies in the compliance of the local legislation and official norms and standards in relation to the operation, maintenance and security of the power and desalination plants in U.A.E. and recommends and implements corrective and preventative actions;
Defines the necessary Training Courses that the company's operations and maintenance staff must have followed as well as their contractors' related Health, Safety and Environment operations and maintenance activities, as part of the Annual Training Program.
4. Procedures:
Systematically updates and improves the procedures that are necessary for daily operations and technical activities as they occur in the plants;
Coordinates the internal work groups that are responsible for the review, update and approval of the new procedures
Updates the existing procedures on a regular basis;
Reviews and updates information and guidelines in the HSE Policies and Manuals;
Organizes emergency response, evacuation or emergency drills in coordination with the local plant management and emergency personnel.
5. Additional Responsibilities
Lead internal and external HSE & Chemistry audits;
Monitors and organizes the follow up of the different review and audit reports (lender, owner, insurance)
Organizes and follows up with the Health & Safety Committee, compiles reports and makes recommendations in the different plants
Supports and provides expertise to the Plant Management Teams as requested;
Maintains confidentiality of all information available to the position.
6. Accountabilities in Chemistry:
Oversee the management of all chemical treatments and quality controls in the plant, plans and
manages the chemical and sampling activities in an economic and cost-effective manner.
Supervises the quality control on the produced water in accordance with existing regulations.
Ensures all chemical and environmental safety aspects are complied with.
Member of the Plant Safety Committee participates in the deliberations, safety tours and safety authorizations.
Participates in the preparation of section budget.
Submits mandatory technical reports to higher authorities and regulatory agencies. Interfaces and
maintains positive relations with Governmental Regulating Agencies
Ensures demineralization, potable water, boiler, condensate and cooling water quality testing and makes corrections to the process as necessary. Chemical handling is required;
Ensures appropriate technical and quality standards exist for all laboratory and sampling activities for water mainly and fuel as required
Ensures technical input into Planned Maintenance Scopes (shutdowns) for assigned areas and ensures field leadership to Contractor Technicians when required during shutdowns;
Ensures opportunities to improve plant chemistry and water management performance are identified, planned and executed
Obtains and disseminates current intelligence on the relevant industrial Best Practices pertaining to assigned equipment areas;
Recommends Operating and Maintenance Procedures, with focus on Safety and Environmental aspects;
Develops and identifies opportunities for improvement of water treatment and boiler chemistry standards
Participates and shares information with other Plants in the Region;
Carries out and represents TTEOM in Environmental and Water Treatment/Chemistry Audits;
Ensures Inspection and performance monitoring of water treatment plant for demineralization of water.
Performs any other relevant duties as required by the GM;
Housekeeping of the facilities;
Identifies operation trends, provides analysis of root cause and implements corrective actions to provide continuous improvement to the operation
Other duties as assigned.
7. Build skill:
Coach the Team Leaders and Teams on: - Safe work behaviours; - HSE incident and accident investigation, analysis, reporting and remediation techniques; - Techniques to deliver effective safe-start meetings, on-the-job HSE coaching interactions,compliance with TOTAL Golden Rules and mobile equipment safety requirements;
Develop the Emergency Coordinators (EC) to be effective Leaders and to deliver a step up in
Area Performance;
Support the management to lead the Department to a new level of HSE capability;
Advise the leadership on ways to: - Change behaviours within the workforce to engender high levels of HSE awareness; - Set stretching HSE goals and improvement targets; - Engage the teams and build enthusiasm and commitment for HSE; - Create milestones and celebrate accomplishments;
Implement Departmental systems to drive excellence in HSE performance and to support the changes in attitude and behaviour: - Advise the leadership on ways to establish and enhance the Unit's HSE Systems.
Execute the changes: - Design and execute a program of preventative measures to drive improvements in HSE performance: - Evaluate HSE Programs (observe, inspect, evaluate) and Systems.
Implement and roll out new HSE Procedures;
Administers the Departmental HSE System to ensure compliance and to drive continuous
improvement: - Analyse HSE data, report progress against Departmental HSE Objectives. Deliver clear,
actionable HSE reports and improvement recommendations; - Track action items and highlight outstanding items still needing to be closed off (i.e. weekly workplace inspection / HSE tours)
Delivers technical advice and services to enable high standards of HSE and delivers
continuous improvement: - Advises on HSE Legislation and standards and their application in the workplace; - Delivers technical and compliance advice to staff, management and project teams. Advises on ways to identify and control risks and respond to queries; - Responds effectively to non-routine and emergency HSE issues, including workplace incidents and injuries; - Recommends ways to develop and improve HSE Policies and Procedures, contributes to the development of HSE Practices across the Plant; - Aligns departmental HSE Policies and Practices with TTEOM HSE requirements and with other Departments; - Facilitates HSE dispute resolution.
4. HEALTH & SAFETY:
The Job Holder will be based at Al Taweelah A1 Power and Desalination Plant
The Job Holder will work in a controlled hazardous environment.
Work Levels and Conditions and Risks:
Work Level 1: the tasks that he/she performs as part of their daily work activities do not represent a risk to their integrity and physical integrity (e.g. working in zones with high
temperatures or with permanent increased noise levels);
Work Level 2: the tasks that he/she performs as part of their daily work activities represent a risk of medium-sized and with temporary consequences like blows, falls, etc.;
Work Level 3: the tasks that he/she performs as part of their daily work activities represent a risk of accidents of medium-sized kind that can generate permanent consequences (burns, mutilations, irreversible wounds);
Work Level 4: the tasks that he/she performs as part of their daily work activities represent risks and are controlled by means of procedures, supervision, safety devices and HSE Teams in such a way that its non-observance that could lead to a serious accident of even death.
Work Level 5: the tasks that he/she performs as part of their daily work activities represent a high risk for their physical integrity. This job is classified according to International Safety Regulations as a high risk level job.
7. COMMUNICATION AND WORKING RELATIONSHIPS:
The Job Holder will work and communicate with:
Internal: Head of Chemistry, Head of Safety, Control Room Operators, Shift Engineers,
Operations Manager, Maintenance Department, Local Operators, EHS Officer, Supply Chain & ICT, and HR & Administration departments.
External: Contractors' operational staff. Regulatory agencies like RSB, EWEC, TAQA, Local
Authorities and the Ministry of Health, Environment and Climate Affairs, other Taweelah plants
(TAW-A & TAW B), Shared Facilities Companies (SFCO), TOTAL and ENGIE.
8. JOB ACCOUNTABILITY:
Responds/acts upon the General Manager 's supervision and direction.
Identifies and recognizes hazardous situations in order to assess and evaluate them and to realize the necessary recommendations and reports to rectify them;
Integrates being part of and coordinates a workgroup in order to improve HSE & Chemistry during operations and maintenance activities within the company;
Handles interpersonal relations: Transmits and receives the necessary information for the execution of the company's O&M activities: leadership, dynamism and motivation;
Has the capacity to express the company's O&M activities into procedures necessary for the operation and maintenance of the power and desalination plants operated by TTEOM;
Coordinates and organizes that all plant in U.A.E. comply with their obligations in matters of operations, maintenance, construction, Health and Safety and Site Security as specified by the Local Environmental Legislation and the Ministry of Environmental and Climatology Affairs (MECA) through the respective project and operation permits and authorizations. Working in a team and under (time) stress.

10. QUALIFICATIONS, EXPERIENCE AND SKILLS:
Essential Qualifications:
Bachelor's degree in Health, Safety or Environmental Engineering, Occupational Health and/or Chemistry, OR any equivalent combination of experience and/or education from which comparable knowledge, skills and abilities have been achieved.
NEBOSH or equivalent certification.
b. Technical skills:
Computer literate: a high degree of business computing applications such as databases, word processors and spreadsheets, etc.;
Deep knowledge and understanding of the HSE Systems used in an Industrial Power Plant.
Understanding of UAE HSE Law, HSE Policies and management procedures;
Thorough knowledge of international standards for management of Health, Safety, Environment and Risk such as OSHA (USA), NFPA, ISO 14001 and OHSAS 18000.
