Our HR Technology Manager is accountable for the performance and results of the HR Technology governance intake and demand management activities for a defined scope (e.g., Skill Teams and/or Client Groups). The role is responsible for building trusted stakeholder relationships, ensuring a consistent and transparent intake process, and facilitating prioritization and enterprise alignment of HR Technology requests. With a focus on governance, change management, and continuous improvement, the role works cross-functionally with Human Resources, Enterprise Technology, Business Process Re-engineering (BPR), and Oracle Human Capital Management teams to assess request context, confirm completeness, apply prioritization frameworks, document decisions, and support effective transition for delivery execution. The role supports the smooth functioning and evolution of HR applications and processes through disciplined governance, data/security compliance partnership, and operational excellence.

  • Implements and maintains HR Technology governance frameworks, operating procedures, standards, and policies to ensure consistent, transparent, and effective decision-making across the technology portfolio.
  • Serves as a trusted advisor to assigned Skill Teams and Client Groups by developing a deep understanding of business priorities, challenges, and strategic objectives.
  • Conducts intake discovery and consultation by facilitating stakeholder discussions, gathering requirements, clarifying business outcomes, and ensuring requests are complete and aligned with governance standards.
  • Evaluates intake submissions against established governance criteria to determine business value, strategic alignment, operational impact, regulatory requirements, and overall readiness for governance review.
  • Partners with requestors define expected business outcomes, success measures, value realization opportunities, and key performance indicators associated with proposed initiatives.
  • Challenges assumptions, identifies duplicate or overlapping requests, and recommends alternative solutions to maximize enterprise value and reduce complexity.
  • Applies established prioritization frameworks to assess requests based on urgency, impact, risk, strategic alignment, employee experience, and organizational objectives.
  • Evaluates intake requests against available delivery capacity, resource constraints, operational commitments, and competing priorities to support effective portfolio management and sequencing decisions.
  • Facilitate recurring prioritization meetings with stakeholders to establish, review, and align business priorities across Skill Teams, Client Groups, and enterprise initiatives.
  • Collaborates with stakeholders and fellow governance leaders to establish and maintain enterprise-wide priorities and resolve competing demands across the HR technology portfolio.
  • Facilitates Governance Steering Committee discussions by preparing decision materials, documenting outcomes, escalating risks, and ensuring alignment on priorities and resource allocation.
  • Identifies portfolio-level risks, dependencies, and constraints; develops mitigation plans and recommends prioritization adjustments when necessary.
  • Maintains visibility into the HR technology portfolio and partners with HR Technology and Enterprise Technology leaders to align business demand with delivery capacity.
  • Communicates and documents governance decisions, prioritization outcomes, status updates, and implementation timelines within approved governance tools and systems of record to ensure transparency, accountability, and stakeholder alignment.
  • Coordinates with Business Process Re-engineering (BPR), HR Technology, Shared Services, and Enterprise Technology teams to facilitate the successful transition of approved requests into delivery planning and execution.
  • Develops and maintains governance metrics, dashboards, and leadership reporting to provide portfolio insights, support data-driven decision-making, and identify opportunities to improve intake quality, throughput, operational efficiency, delivery outcomes, and stakeholder experience.
  • Drives adoption of governance standards, tools, operating procedures, and change management practices through stakeholder engagement, communication, and training.
  • Collaborate with stakeholders to ensure HR technology solutions comply with applicable regulatory, privacy, security, and enterprise technology standards.
  • Supports governance, inventory management, and oversight of Artificial Intelligence (AI) solutions within HR by ensuring adherence to approval processes, risk assessments, compliance requirements, and enterprise standards.
  • Supports HR technology portfolio reviews and technology stack optimization initiatives by identifying opportunities for consolidation, rationalization, modernization, and cost optimization.
  • Evaluates emerging HR technologies, vendor capabilities, industry trends, and best practices to inform strategic recommendations and future-state planning.
  • Proactively identifies emerging business needs, technology opportunities, risks, and process improvement opportunities while representing client perspectives and balancing enterprise priorities, governance standards, and resource constraints.
