You’re in the right place. Summit Reconstruction is hiring an HR & Payroll Specialist with a Recruiting Focus to join our tightknit, inoffice team in Tigard, Oregon.

Key Details:

  • Pay: Starting at $80,000/yr, depending on experience (final compensation based on overall fit and construction HR expertise)
  • Benefits:

Who You Are:

You’re comfortable being the go‑to HR, payroll and recruiting resource in a small construction business. You enjoy interacting with employees at all levels, from field crews to executives, and you understand the realities and constraints of a growing, seasonal workforce.

Other qualifications include:

  • Experience:
    • 4+ years in payroll processing and/or construction people operations
    • Hands-on experience with weekly payroll and multi-system reconciliation
    • Google Workspace proficiency
  • Technical Skills:
    • Payroll systems (construction‑specific a plus)
    • Sage 100 Contractor, HH2, or similar ERP/payroll tools
    • Google Workspace proficiency
  • Compliance Knowledge:
    • Oregon & federal labor laws
    • Prevailing wage, OSHA, and workers’ compensation (SAIF experience strongly preferred)
  • Soft Skills:
    • Organized, detail‑oriented, and calm under pressure
    • Approachable and trusted by crews
    • Comfortable stepping outside a traditional “HR bubble”
  • Additional:
    • Bilingual English/Spanish is a plus
    • Ability to pass background and reference checks

What You’ll Do:

This role owns the HR, recruiting, and payroll lifecycle functions for a busy, construction workforce. You’ll balance hands‑on recruiting with weekly payroll execution and day‑to‑day employee support. A typical week includes:

·Posting and managing job ads; screening candidates and coordinating interviews

·Leading new hire onboarding, orientations, and paperwork (I‑9s, background checks, system setup)

·Acting as the primary HR contact for employees, especially during busy early mornings

·Managing benefits enrollment and vendor coordination

·Owning OSHA, workers’ comp, and safety compliance; supporting monthly and weekly safety processes

·Maintaining accurate employee records and reporting (PTO, PFL, 401k, safety)

·Own full‑cycle recruiting for field, skilled trade, and administrative roles, managing frequent ramp‑ups tied to project timelines and seasonality

·Post and manage job ads, monitor applicant flow, conduct initial candidate screens, and coordinate in‑person interviews with leadership and project managers

·Lead onboarding from offer acceptance through first day, including paperwork, background checks, system setup, orientations, and safety/benefits overviews

·Partnering closely with the CFO, Project Managers, and President to support a people‑first workplace

·Other duties as assigned, this is a true “many hats” role in a small business

About Wallace Medical & Dental

Wallace Medical Concern is a non-profit organization providing neighborhood-based health care services and assistance for Portland Oregon area residents who face socioeconomic barriers in receiving care.

Over 40 years ago, a physician named James Reuler persuaded a handful of other doctors to join him in making medical visits to uninsured homeless and low-income residents of downtown Portland. Dr. Reuler named this fledgling organization The Wallace Medical Concern in memory of his patient Edwin B. Wallace, whose bequest helped to fund the group’s early expenses. Together he and a growing team of volunteer medical professionals worked hard to meet the most urgent needs of vulnerable women and men who had no other access to health care.

As the years passed, more and more people with great need started calling East Multnomah County home. Wallace moved with them, opening an urgent care clinic in Gresham and bringing a mobile medical clinic to locations throughout the area. In 2011 we began to offer our patients ongoing primary care with a regular family doctor. Today we are a full-service medical “home base” for individuals and families, with multi-cultural staff who partner fully with patients to improve their health.

Dr. Reuler founded Wallace in the belief that everyone deserves high-quality health care, regardless of circumstances. He was committed to meeting this need, one person at a time.
