Under the immediate supervision of the Human Resources Director, the Human Resources Specialist accomplishes human resource related responsibilities such as compliance of the accrediting agency, supporting recruitment/retention activities, training, orientation, and conducts fingerprinting and electronically transmit fingerprinting for processing; assists with the intake of fingerprinting employees/new hires in a timely manner; The Human Resources Specialist will perform the duties and responsibilities of the position while observing rules and regulations related to Health Insurance Portability and Accountability Act (HIPAA), Privacy Act, and other associated laws, regulations, policies, and procedures.

Essential Duties & Responsibilities:

  • Assist the Sage Memorial Hospital (SMH) in meeting periodic and annual mandatory training needs of the Joint Commission and other agency requirements.
  • Provide written and verbal update to immediate supervisor on status of various projects, barriers and accomplishments; participate in departmental meetings.
  • Review and verify for completeness and accuracy of all application on SMH website hiring portal to find talent for open positions. Review resumes and arrange interviews while acting as a support system for before and after hiring.
  • Creation of job description listings, follow the position requisition and updates position descriptions for Advertisements. Posts advertisements in online venues and in other position appropriate venues (i.e., local newspapers, radio stations).
  • Effectively verifies qualified applications and forwards to hiring department; schedules interviews, prepares questionnaire for interviews, facilitates interviews, and prepares offer letters to applicant.
  • Aid public relations in establishing a recognizable employer of choice reputation for the company, both internally and externally.
  • Communicate with managers and employees regularly to establish rapport, gauge morale, and source new candidate leads.
  • Conduct fingerprinting and electronically transmit fingerprinting cards for processing; ensures all fingerprinting and background checks are completed in a timely manner.
  • Verify credentials and conduct employment reference checks.
  • Suggest new approaches towards developing better Human Resources processes.
  • Assist with developing and revising policies and procedures, and training and advising staff on new policies and procedures.
  • Assist with onboarding of staff, agency personnel and volunteer/student workers.
  • Assist in the development and conducting of training programs.
  • Establish a positive rapport with internal and external customers.
  • Present self with professionalism and establish excellent communication of required duties.
  • Attend in-service and education programs as required.
  • Maintain strict confidentiality at all times.
  • Perform other duties as assigned.



Qualifications

Minimum

Qualifications:

  • High School Diploma or General Equivalency Diploma (GED) required.
  • Associate’s degree in relevant field with two (2) years of direct Human Resources experience, or alternatively, four (4) years of direct Human Resources without an associate’s degree.
  • Must maintain a valid driver’s license.
  • Must successfully pass the Employee Health requirements (mask fit, immunizations), and Pre-Employment requirements (background investigation, drug screen).

Knowledge, Abilities, Skills, and Certifications:

  • Excellent oral and written communication skills.
  • Ability to use Microsoft computer software program (i.e., Access, Word, Excel, and PowerPoint).
  • Knowledge of laws, policies and procedures pertaining to background checks, adjudication, and fingerprinting.
  • Ability to foster effective working relationships within a team environment.
  • Ability to analyze complex information, and to define and solve problems.
  • Ability to train and orientate individually and in large group settings.
  • Able to work under pressure and meet deadlines.
  • Excellent organizational skills
  • Highly self-motivated individual.
  • Report preparation and strong presentation skills.
  • Counseling/advising/listening/negotiation skills.
  • Able to fluently speak the Navajo Language or familiar with the Navajo way of life.
  • Knowledge of federal, state, and local employment practices.


Physical Demands:

While performing the duties of this job, the employee regularly is required to sit; use hands to feel and reach; and talk or hear. The employee is frequently required to walk. The employee occasionally is required to stand, stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 25 pounds.

Work Environment:

Work is generally performed in an office with moderate noise level. Extended hours and irregular shifts may be required.
