The HR Payroll Specialist II is responsible for accurate, timely, and compliant end-to-end payroll processing for a multi-state workforce and multi-EIN. Using a hands-on approach, independent decision making, along with analytical and problem-solving skills, this role owns payroll execution, payroll balancing and reconciliation, garnishments, wage and income verifications, backend benefits administration support, benefits billing reconciliation, and payroll reporting. The HR Payroll Specialist II partners closely with HR to ensure payroll accuracy but does not approve HR transactions or own system configuration. It is critical for this role to have extensive knowledge of payroll functions to include, but not limited to, payroll computations, wage garnishments, reporting, benefits administration, and general understanding of federal and state employment laws. This remote role reports to the Director of Payroll and HRIS. The role has regular and frequent interaction with employees, practice leadership, Finance, and the management team.

Payroll Functions:

· Execute end-to-end payroll processing for regular and off-cycle payrolls

· Review and validate payroll inputs, earnings, deductions, timecards, and taxes

· Balance payrolls for all EINs prior to release, ensuring accuracy of gross-to-net calculations

· Prepare and distribute payroll registers for review and approval

· Release payroll following documented independent approval

· Perform post-payroll reconciliations, including funding and general ledger reconciliation

· Investigate, resolve, and document payroll variances and discrepancies

· Process payroll corrections, off cycle payrolls, retroactive adjustments, and instant checks as needed

· Maintain payroll reconciliation documentation and audit trails

  • Assists in the preparation for quarter-end and year-end processing and balancing
  • Assists with incoming tax notices and other payroll related inquiries

Garnishments & Wage Attachments

  • Administer all garnishments and wage attachments in compliance with federal and state regulations
  • Communicate with agencies and employees regarding garnishment requirements
  • Ensure accurate setup, withholding, remittance, and reconciliation

Income & Wage Verification

  • Complete wage and income verifications for workers’ compensation, agencies, and third parties
  • Provide accurate earnings histories and employment wage data
  • Respond to payroll-related agency requests and audits

Backend Benefits Administration, File Creation & Billing Reconciliation

  • Own backend benefits administration activities related to payroll and funding
  • Process benefits deductions through payroll
  • Create, transmit, and upload benefit files to vendors and carriers
  • Reconcile benefit files and vendor billing invoices (medical, dental, vision, 401(k), etc.) to payroll deductions
  • Submit benefit funding information to vendors and Accounts Payable
  • Identify, research, and resolve benefit deduction and billing discrepancies
  • Partner with HR/Benefits on benefit-related questions, corrections, and employee research

Reporting & Compliance

  • Prepare and maintain payroll, tax, benefits, and compliance-related reports
  • Support payroll, benefits, and regulatory audits
  • Ensure payroll practices comply with federal, state, and local laws
  • Support regulatory reporting and filings as required
  • Identify and escalate payroll risks or compliance issues

Collaboration & Review Responsibilities

  • Review HR transactions post-approval for payroll impact (e.g., work location, status, FLSA)
  • Partner with HR Operations & Benefits on payroll and benefits-related research and resolution
  • Escalate system or compliance issues to HRIS/Payroll leadership as needed

Knowledge and Skills:

· Minimum of 3 – 5 years of multi-state payroll processing experience (California experience strongly preferred) including reporting, balancing, and reconciliation.

· UKG Pro and WFM experience are strongly preferred.

· Experience administering garnishments and wage attachments

· Experience with backend benefits administration, benefit file creation, and billing reconciliation

· Demonstrated strong understanding of payroll laws and regulations

· High attention to detail with strong analytical and problem-solving skills

· Proficient in Microsoft office, especially Excel using pivot tables and VLOOKUP functions

· Excellent written and verbal communication skills

· Exceptional organizational skills and attention to detail

This job supports professional office environments across multiple states and time zones. This role always uses standard office equipment.

Position Type/Expected Hours of Work
This is a remote full-time position, we are looking for candidate in CA, NV, WA, OR AZ. Generally, days and hours of work are Monday through Friday, 8:00 a.m. to 5:00 p.m. PT. However, flexibility is needed to support other time zones. Approximately 10% travel is required.
