Talent & Learning team plays a strategic role in enabling the company’s overall People Strategy through creating the infrastructure for learning and development, talent and performance management, team and organization development, and the leadership and competency framework.

The Talent & Learning Expertise Manager is responsible for designing, managing and delivering programs and interventions pertaining to Talent Management, People and Organization Development in Taiwan and SEA. This role partners with HRBPs and Business Leaders to drive people and organization agenda through structural learning systems, capability building for leadership development, organization effectiveness and robust talent management processes.

Job Description

  • Drive Deployment of Global Talent & Learning Strategy
  • Partner with the Country Talent & Learning Lead to translate and deploy global Talent & Learning strategies and solutions in the local context. Ensure effective integration and adoption of global programs to elevate leadership capability and organizational effectiveness, while aligning with local business priorities.
  • Own End-to-End Program Integration and Impact
  • Independently lead the planning, localization, and execution of global learning and leadership development programs, including stakeholder alignment, resource planning, vendor coordination (where applicable), and impact measurement. Ensure programs are effectively embedded and deliver measurable business outcomes.
  • Act as a Strategic Partner to the Business
  • Partner closely with HRBPs and business leaders to understand business context, anticipate capability needs, and translate organizational challenges into effective deployment of global Talent & Learning solutions. Provide consultative guidance and proactively identify when local adaptations or additional interventions are required.
  • Design Local Solutions Where Gaps Exist
  • Design, implement, and facilitate targeted local learning or talent development interventions only when business needs are not fully addressed by existing global solutions. Ensure local designs complement and extend global frameworks rather than duplicate them.
  • Enable Leadership and Capability Development at Scale
  • Drive strong engagement, adoption, and sustained application of learning solutions by influencing stakeholders, reinforcing accountability, and supporting leaders and managers in applying learning to real business challenges.
  • Enable Career Development and Internal Talent Marketplace
  • Support the deployment and adoption of global career development strategies, tools, and resources, and contribute local insights to strengthen internal mobility and capability growth.
  • Leverage Insights and Collaborate Globally
  • Act as a local subject matter expert by providing feedback, insights, and data to global Talent Management and Learning communities. Share local perspectives, challenge assumptions, and collaborate to continuously improve solution relevance and impact.

Experience

  • 10+ years of experience in People and Organizational Development, with a strong focus on Learning & Development, leadership development, talent management, and organizational effectiveness, including experience working with and deploying solutions from global or central Centers of Excellence (CoEs).
  • Strong facilitation skills, with demonstrated experience facilitating large-scale workshops, leadership programs, and conferences across diverse audiences.
  • Coaching experience or accreditation is a plus.
  • 5+ years of experience consulting with leaders and key stakeholders, with a proven track record of building trusted partnerships and influencing outcomes; consultancy firm experience preferred.
  • Strong experience in project management, communication, and stakeholder management, including collaborating with global central teams to localize, integrate, and deploy enterprise-wide solutions.
  • Experience working in a global, matrixed environment is preferred, International work experience is a plus.

  • Master’s degree in Adult Learning, Organizational Psychology, Human Resources, or related field

Context of the position

  • Location: Linkou or Hsinchu, Taiwan
  • Reporting line: Country Talent & Learning Lead
  • 5-10% travel required, including within Taiwan/International
