Job Description

We are urgently seeking a hands-on and resilient HR Operations Manager who will oversee and lead end-to-end HR operational processes, with a strong focus on compliance, employee lifecycle management, and industrial relations (IR). This role is critical in ensuring our HR foundation is solid, scalable, and compliant with both company standards and labor regulations. You'll work closely with leadership and be the key partner in shaping a healthy, compliant, and high-performing work culture.

Responsibilities

  • Lead and manage day-to-day HR operations, including payroll, employee records, benefits, and HRIS administration.
  • Ensure full compliance with labor laws and regulations, handling labor audits and maintaining proper documentation.
  • Oversee industrial relations activities including handling disputes, representing the company in bipartite/tripartite negotiations, and ensuring positive union or employee relations.
  • Develop, implement, and continuously improve HR policies and SOPs to support organizational growth.
  • Manage employee lifecycle processes: onboarding, contract management, performance review support, promotion, and offboarding.
  • Supervise and mentor the HR operations team, ensuring operational excellence and employee satisfaction.
  • Be the main point of contact for regulatory agencies and ensure all HR legal and compliance obligations are met.
  • Collaborate with cross-functional departments for manpower planning, budget alignment, and organizational development initiatives.
  • Manage manual and system-based payroll processes with high accuracy and confidentiality.
  • Drive continuous improvement in HR service delivery, processes, and tools to enhance employee and leadership experience.

Requirements

  • Bachelor's Degree in Human Resources, Law, Business Administration, or a related field.
  • Minimum 5-7 years of progressive HR experience, with at least 2 years in a managerial role handling both HR operations and industrial relations.
  • Strong understanding of Indonesias labor law, industrial relations practices, and dispute resolution mechanisms.
  • Proven experience in handling manual payroll and HR administration, especially in environments with limited automation.
  • Comfortable working in fast-paced, high-growth, or early-stage environments with a "builder" mindset.
  • High attention to detail with strong organizational, analytical, and problem-solving skills.
  • Proven experience in coordinating with unions or employee representatives and managing sensitive employee matters with discretion.
  • Skilled in HRIS, payroll systems, and proficiency in Microsoft Office Suite.
  • Excellent communication and interpersonal skills in both Bahasa Indonesia and English.
  • Possesses a tough mentality and resilience. This is a demanding role that requires more than just technical HR knowledge; leadership, initiative, and grit are essential.
