Job Description

This position is open to candidates who have the legal right to work in Ukraine. Please note that we are unable to provide work permits or visa sponsorships for this position.

NRC delivers high-quality programmes to support people forced to flee, helping them rebuild their lives and establish a new future. Roles and responsibilities

The purpose of the HR Officer position is to provide accurate HR contracting process for the Country Office and assist in the payroll process.

Generic Responsibilities

  1. Ensure compliance with NRC policies, guidelines and standards.
  2. Ensure compliance with HR strategy, tools, handbooks, guidelines and standards, and Ukrainian labor law.
  3. Filling status reports as required by management and ensuring proper documents filing.
  4. Prepare and develop status reports as required by management.
  5. Ensure proper filing of all HR documents according to procedures.
  6. Promote and share ideas for improvement of the support function.
  7. Provide technical support to Area offices regarding vacation payments and checking documents for compliance with labour legislation.
  8. Any other duties assigned by the Line manager.
  9. Compliance and adherence to NRC policies, guidance and procedures, (if a function role) and a specific responsibility for the functions policies and procedures.

Specific responsibilities:

  • Preparation of proper documentation (orders on business trips promptly, consult of employees in submitting documents for the per diem payments).
  • Timely manage and update records on sick leaves and other types of leaves in the HR trackers.
  • Prepare employment contracts, orders for hiring, dismissal, transfer, addendums to CoE, and orders for leaves.
  • Administration of employees’ personnel files: scanning and uploading all HR documents in the Filing Tree on a daily basis, creating employees’ files, and sorting HR documents in hard copies.
  • Printing, signing by Country Director, and sorting HR documents for sending to HR colleagues to Area offices.
  • Ensure checking and signing timesheets for CO and accuracy storage of timesheets for audit requests promptly, if it is assigned by the Line Manager.
  • Update the Staff list for CO and HR trackers daily.
  • Acting as the first point of contact for all employees’ requests regarding business trips, different types of leave, HR certificates, etc.
  • Support the HR Adviser in implementing the exemption process from military conscription (prepare the full package of required employee documents for submitting the list to state institutions. Prepare certificates for the military office and provide support and advice to staff regarding changes in military law.)
  • Ensuring timely and properly entering data into the 1C system (all types of leave, additional payments for vacation for all national staff).
  • Assume the responsibilities for payroll preparation to all national staff during periods of absence of the HR technical officer (checking and verifying all provided documents, as well as entering hires, transfers, dismissals, vacation compensation, paid overtime, various types of payments and deductions into 1-C according to orders for CO and Area Offices).
  • Ensuring support in entering sick leaves data into the 1C system (creating a request on the electronic portal of the Pension Fund of Ukraine about the employee’s insurance experience, determining the percentage of sick leave payment depending on the employee’s work experience, entering this information into 1-C, maintaining a list of paid sick leave for employees monthly).
  • Entering service contracts into 1-C for Co and Area Offices.
  • Сoordinate with the insurance provider, ensure timely notification of employee insurance changes, and perform related tasks.
  • Support with other tasks that the Line manager will assign.

Generic professional competencies

  • Experience working within the HR expertise area, minimum 2 years.
  • Previous experience working in a humanitarian context.
  • Good knowledge of English (both written and verbal)
  • Previous experience working in complex and volatile contexts would be an advantage.

Context related skills, knowledge and experience

  • University degree in HR/personnel management/administration/finance or other relevant educational backgrounds
  • Previous experience in keeping Personnel records (vacations, business trips, labour books, employees’ files)
  • Good knowledge of HR context in the humanitarian field.
  • Knowledge of the 1C interface would be an advantage, especially the HR module.
  • Excellent organizational and planning skills.
  • Proven ability to handle a challenging workload.
  • Able to work independently and proactively.
