Job Description

Industry: MFI

The HR Manager is responsible for managing the overall Human Resources functions, including recruitment, performance management, employee relations, learning and development, compensation and benefits, and HR administration. The role ensures HR practices align with business objectives, comply with Cambodian Labor Law, and support a positive and productive work environment.

Main Responsibilities:

HR Strategy & Planning

  • Develop and implement HR policies, procedures, and initiatives aligned with business objectives.
  • Support workforce planning and organizational development.
  • Provide HR advice and support to Management.

Talent Acquisition

  • Manage the full recruitment and onboarding process.
  • Develop effective sourcing strategies to attract qualified candidates.
  • Coordinate manpower planning with department heads.

Performance & Employee Development

  • Oversee performance appraisal and employee development programs.
  • Identify training needs and coordinate learning and development initiatives.
  • Support succession planning and career development.

Compensation, Benefits & Employee Relations

  • Administer compensation, benefits, payroll-related HR information, and employee welfare programs.
  • Handle employee relations, disciplinary matters, and conflict resolution.
  • Promote employee engagement and retention initiatives.

HR Operations & Compliance

  • Ensure compliance with Cambodian Labor Law and company policies.
  • Maintain employee records and HR documentation.
  • Prepare HR reports and manage HRIS records.
  • Perform other duties assigned by Management.

Main Requirements:

  • Bachelor's Degree in Human Resources, Business Administration, Management, or a related field.
  • Master's Degree in HR Management or Business Administration (MBA) is preferred.
  • Minimum 5 years of HR experience, with at least 2–3 years in a managerial role.
  • Experience in banking, microfinance, or financial institutions is preferred.
  • Strong knowledge of Cambodian Labor Law and HR best practices.
  • Experience in recruitment, performance management, employee relations, training, and compensation & benefits.
  • Good leadership, communication, interpersonal, and problem-solving skills.
  • Proficiency in Microsoft Office and HR Information Systems (HRIS).
  • Good command of English and Khmer, both written and spoken.
  • Ability to work independently, maintain confidentiality, and manage multiple priorities.
