We are seeking two experienced, confident and credible HR practitioners to join our People Solutions Team within the HR Service as HR Lead Officer. This is a senior practitioner position within the team and the positions are temporary for up to one year as we work through our change programme.

As an HR Lead Officer, you’ll:

• Work closely with managers, trade union representatives and senior leaders to support effective, consistent and legally compliant outcomes.
• Provide professional leadership to the case adviser team, oversee complex and sensitive case work, inspire and guide to deliver high-impact outcomes.
• Spearhead complex organisational change projects from concept to completion, using data and performance indicators to identify themes and improvement opportunities, and ensuring we keep people at the centre of what we do.
• Build strong relationships across services, acting as a trusted consultant and collaborator.
• Monitor and evaluate HR policies and practices to ensure consistency and responsiveness to emerging challenges and to ensure alignment with organisational goals.

The People Solutions Team and the HR Service

We champion good people management across the Council, supporting all aspects of employment. The HR Service is currently structured around four functional teams: HR People Solutions, covering business partnering and the attendance support unit (the areas you will support); HR Policy and Reward; HR Strategy, Organisational Development and Wellbeing; and Health, Safety and HR Systems.

Within the HR People Solutions Team, there are five HR Business Partners and an HR Team Manager, who provide both strategic and operational HR support across Council Services. This includes leading on complex employee relations and attendance management cases, supporting service improvement and organisational change initiatives, and working in partnership with managers to improve workforce outcomes. The HR Lead Officers will play a key role in delivering on the Council’s corporate change programmes, supporting robust case management and providing specialist support on complex workforce issues. The HR Lead Officers will report directly to the HR Service Manager and will work collaboratively across services to promote consistent HR practice, support effective people management and contribute to improved organisational performance and employee wellbeing.

We value teamwork, knowledge sharing and collaboration, and the HR Lead Officers will be expected to support activities across other functional areas in HR, guiding colleagues and building the benefits of partnership.

The Person

This is a pivotal role in the People Solutions Team.

In addition to current professional membership of the CIPD and degree-level education, we’re looking for someone who has:

• A strong foundation in HR practice, employee relations, case management and effective application of employment policies and procedures.
• Proven experience of leading and delivering projects, translating strategic objectives into practical and measurable outcomes.
• Experience of supporting and implementing people-centred organisational change, balancing service needs with employee wellbeing and engagement,
• Strong communication, influencing and relationship building skills, with the ability to establish credibility and trust with managers, trade unions and senior leaders.
• Strong analytical skills, with the ability to use workforce data, insight and evidence to inform decision-making, identify trends and drive continuous improvement
