Performs highly complex human resources-related work in a district or the Human Resources Division. Responsible for one or more human resources program(s). Work requires reviewing, preparing, and maintaining confidential information. Work requires contact with management, employees, retirees, health care providers, and state and federal agencies. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Essential Duties:

  • Enters, maintains, and coordinates data such as applicant, salary, and benefits transactions using a Human Resources Information Management System (PeopleSoft).
  • Participates in hiring program activities, including, but not limited to, managing job openings, screening employment applications, assisting in interviewing, and facilitating the hiring process.
  • Participates in quality review activities for human resources programs.
  • Interprets human resources policies and procedures and pertinent state/federal rules and regulations with guidance from Supervisor or Lead Worker.
  • Responds to inquiries and complaints regarding human resources policies and procedures.
  • Reviews various legal and administrative documents.
  • Responds to and processes requests and inquiries from employees for various human resources activities and programs.
  • Provides guidance to management on sensitive issues in areas such as substance abuse and employee discipline.
  • Review and manage routine and complex medical-related employee needs, including Family Medical Leave Act (FMLA) and Americans with Disabilities Act (ADA).
  • Keeps abreast of applicable rules, regulations, policies, and procedures.
  • Performs other job responsibilities as assigned.

Minimum Qualifications:

Education Bachelor's Degree in any discipline. Relevant work experience may be substituted for education on a year per year basis.Substitutions for Minimum Qualifications

Experience 1 year human resources-related experience. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.

Licenses and Certifications Valid driver’s license. This position requires driving a state vehicle.

  • Human resources administrative practices and procedures
  • Human resources management policies and practices
  • Federal and state laws, regulations, and guidelines governing the human resources field

  • Using computers, applicable programs, applications, and systems

Physical Requirements and Working Conditions:

  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
  • Sitting - prolonged periods of time
  • Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
