JOB SUMMARY

Coordinates the Divisions Human Resource Functions, provides administrative support to management and staff. Participates in strategic human resources planning and development for the division.

MINIMUM QUALIFICATIONS

Bachelor’s degree in Human Resource Management, or other closely related degree, plus three (3) years of closely related experience; or an equivalent combination of related education and/or experience.

Due to the nature of this position, the successful applicant must pass a required background check through fingerprinting and enrollment in the continuous RAP Back (Record of Arrest and Prosecution Back) program in accordance with current County Human Resources policy requirements.

ESSENTIAL FUNCTIONS

  • Manages, coordinates and performs Human Resource functions for the division.
  • Assists and supports the division leadership team with the full cycle recruitment and hiring process, including creating job postings, screening questions, banding, preparing and sending surveys, advertising, interviewing, and selection.
  • Assists and oversees the performance management process for the Agency, including supporting agengy leadership and management in all aspect of Performnace and Development Plans, Performance Improvement Plans, and annual appraisals. Ensures the timely completion of performance appraisals.
  • Administers, interprets, and provides consultation on division policies and procedures to support management, supervisors, and staff.
  • Provides consultation and support regarding Human Resources policies and procedures. Assists in the development of short and long-term Agency Human Resources plans, goals and objectives.
  • Assists in the management of employee issues, including disciplinary actions and investigations.
  • Collaborates with County EEO/ER teams on division specific Employee Relations issues and assists in division EEO investigations as needed.
  • Manages the division records of individual FMLA, ADA and County Long-term Disability leave including Workers Compensation.
  • Prepares recommendations in regards to classifications and salaries.
  • Serves as a resource to division employees regarding County benefits, questions, access and enrollment.
  • Oversees, maintains and updates the division on-boarding program for new employees. Works with supervisory staff to ensure that employees have the training and skills to be successful.
  • Tracks and documents compliance with mandatory and non-mandatory training requirements.
  • Reviews and processes all personnel actions for division staff.
  • Assists division leadership in hiring, training, promoting, evaluating disciplining, and terminating temporary employees and volunteers.
  • May serve as primary back-up for HR Manager, where applicable, in regards to Human Resources functions.
