Human Resources Executive UAE & KSA Operations

Location: Jebel Ali, Dubai, UAE

Regional Responsibility: Middle East and Africa (excluding Saudi Arabia)

Reporting to : Human Resources Manager, Middle East and Africa

Department / Cost Center: Human Resources

Role Purpose

The HR Operations Executive is responsible for coordinating country-specific HR operations, ensuring regulatory compliance, and acting as the key liaison between employees, outsourced PRO partners (TASC), payroll providers, vendors and internal stakeholders. The role supports seamless employee lifecycle administration, government-related HR processes, fleet management and HR operational excellence across the UAE and Middle East.

Key Responsibilities

  • Coordinate end-to-end employee lifecycle administration including onboarding, transfers, promotions and offboarding.
  • Prepare employment contracts, amendments, salary certificates, employee letters and HR documentation.
  • Act as the primary HR coordinator with TASC for employment visas, labour contracts, Emirates ID, medicals, renewals and cancellations.
  • Monitor visa and contract expiry trackers and ensure timely completion of all regulatory requirements.
  • Support monthly payroll by validating employee movements, leave, attendance and payroll inputs.
  • Maintain accurate employee records in Workday and other HR systems.
  • Ensure compliance with UAE labour regulations, company policies and HR governance requirements.
  • Manage the regional fleet including registrations, renewals, insurance, servicing, fuel cards, Salik and traffic fines.
  • Coordinate with payroll providers, insurance companies, TASC, government authorities and external vendors to ensure agreed service levels.
  • Raise Purchase Requisitions (PRs) through SAP Ariba and coordinate invoices and vendor payments.
  • Prepare HR operational reports, dashboards and compliance trackers.
  • Provide first-line support to employees on HR operational enquiries including visas, documentation, insurance and employee services.

Qualifications & Experience

  • Bachelor's degree in Human Resources, Business Administration or related discipline.
  • 3–5 years' experience in HR Operations within the UAE.
  • Strong understanding of UAE employment administration and labour regulations.
  • Experience coordinating with outsourced PRO providers (e.g. TASC) and government-related employment processes.
  • Experience supporting payroll administration and employee lifecycle operations.
  • Experience managing company fleet administration is highly desirable.
  • Hands-on experience with Workday and SAP Ariba is an advantage.
  • Strong stakeholder management, organisation and problem-solving skills.
  • Excellent Microsoft Office skills, particularly Excel.
  • Ability to manage confidential information and work effectively in a fast-paced regional environment.
