Key Responsibilities

  • Lead and oversee all aspects of HR operations for the U.S. region.

  • Manage HR programs for both Chinese expatriate and U.S.-based employees.
  • Oversee compensation, performance management, benefits, and employee programs.
  • Ensure compliance with applicable U.S. employment and labor regulations.
  • Manage employee relations and address workplace issues effectively.

  • Support the company's continued international expansion and localization efforts.

Required Qualifications

  • Bachelor's degree or higher in Human Resources, Business Administration, or a related field.
  • 8+ years of progressive HR experience.
  • 3+ years of comprehensive HR leadership experience at the Director level.
  • Fluent business English with the ability to independently communicate with U.S. employees, agencies, and international leadership.
  • Strong knowledge of U.S. employment and labor regulations.
  • Demonstrated experience managing comprehensive HR functions rather than a single HR specialty.
  • Strong cross-cultural management and communication skills.
  • Ability to make independent decisions and execute effectively in a fast-paced international environment.
  • Willingness and ability to support overseas/international business operations.

Preferred Qualifications

  • Experience working for a Chinese-headquartered or Chinese-owned company.
  • Experience managing HR for a Chinese company’s overseas operations.
  • Experience working with both Chinese and U.S./international employees.
  • Background in energy, oil & gas, oilfield services, industrial equipment, manufacturing, heavy industry, engineering, or EPC.
  • Experience supporting international expansion, localization, or overseas business development.
  • Experience managing expatriate employees and international assignments.

International Assignment Options

For qualified candidates currently based in China, the company offers an overseas assignment structure that may include a 3-month overseas / 1-month home rotation.

For candidates interested in long-term U.S. deployment, U.S. work visa sponsorship may be available.

What We're Looking For

The successful candidate will be a strategic yet hands-on HR leader who can independently manage the full HR function while effectively bridging Chinese corporate leadership and the U.S. workforce.

This is an excellent opportunity for an experienced international HR professional to play a key leadership role in supporting the growth and localization of a global energy organization.
