Job Description

The Norwegian Refugee Council (NRC) is an independent humanitarian organisation dedicated to protecting the rights of displaced and affected people during crises. NRC delivers high-quality programmes to support people forced to flee, helping them rebuild their lives and establish a new future. NRC provides immediate humanitarian assistance, prevents further displacement, and contributes to durable solutions. It operates across both new and protracted crises across 40 countries.

The HR Coordinator is the most senior HR staff at the Area level and will lead the HR and Administration team and provide advice in line with NRC standards and support program/project implementation teams.

Generic Responsibilities

  1. Implement NRC’s systems and procedures at the area level.
  2. Insure adherence to NRC policies, handbooks, guidelines, and donor requirements.
  3. Prepare and submit reports and analyses.
  4. Ensure proper filing of all supporting documents.
  5. Management of HR team at the Area level.
  6. Ensure development and implementation of administrative systems and procedures.
  7. Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards and principles within NRC.
  8. Ensure adherence to NRC policies and the national labour law in all processes and procedures.
  9. Advice in personnel conflicts/processes when relevant.
  10. Coordinate with relevant partners, suppliers, authorities, lawyers etc.

Specific responsibilities

  • Ensure timely implementation of HR activities and dissemination of HR SOPs and policies at the Area office.
  • Ensure that onboarding, inductions, performance management and exit procedures are implemented for all staff at the Area office.
  • Advice and support line managers and staff with personnel queries in line with NRC SOPs and HR policies.
  • Follow up on disciplinary measures/meetings, conflict management and participate in investigations as required.
  • Ensure accurate and timely data is maintained in all NRC files (online and hard copies).
  • Ensure national staff benefits including leave and health insurance are processed and tracked as per NRC procedures.
  • Ensure recruitments at the Area office are processed and tracked as per NRC procedures.
  • Provide personnel and recruitment reports as required.
  • Coordinate with the country office the Country development plan for the staff.
  • Analyse the work and development plans and provide gaps analysis and training needs.
  • Support line managers in procedures and provide the required HR training upon request.
  • Ensure that staff records in all offices in the area are up to date and filed appropriately.
  • Manage the Area level Admin team.
  • Other tasks as requested by the line manager.

Generic professional competencies

  • University degree in Human Resources Management, Business Administration and/or relevant discipline.
  • Minimum 1-2 years of experience from working as a HR Coordinator in a humanitarian / recovery context. And at least 2 years overall experience in HR.
  • Experience of the management of HR systems supporting 70 + staff.
  • Documented results related to the position’s responsibilities.
  • Knowledge about own leadership skills/profile.

Context related skills, knowledge and experience

  • Previous experience from working in complex and volatile contexts.
  • Knowledge of the context in Ukraine and Ukraine labour laws.
  • Fluency in English and Ukrainian, both written and spoken.
  • Previous experience in humanitarian negotiations is considered a strong asset.
  • Strong networking and negotiations skills.
