A leading municipal organization in Eindhoven is seeking an experienced HR Business Partner to support the Spatial & Economic Challenges domain. This is an exciting opportunity for an HR professional who thrives in a strategic and advisory role and enjoys contributing to organizational development, leadership growth, and workforce transformation within a dynamic public-sector environment.
Starting from July 1st, you will join a large and progressive HR organization, acting as a strategic sparring partner for management teams across multiple departments.
About the Role
As an HR Business Partner, you will operate at both tactical and strategic levels, advising management on topics such as the following:

You will play a key role in aligning HR strategies with departmental goals while helping leaders navigate organizational growth and change.
Key Responsibilities
Act as a strategic HR advisor and discussion partner for management teams.
Align annual sector plans with HR strategies and long-term organizational development goals.
Coordinate and optimize HR processes and initiatives within assigned sectors.
Lead HR projects and organizational change initiatives.
Support managers in leadership and people development.
Drive implementation of HR policies, tools, and frameworks in collaboration with HR policy advisors.
Serve as a theme owner for HR topics such as absenteeism, workforce planning, and performance management.
Collaborate closely with HR specialists, HR advisors, and HR support teams to deliver high-quality HR services.
Contribute to the continuous development of the HR organization and business units.
Requirements
Completed a higher professional education degree (HBO), preferably in:
Strategic HRM
Human Resource Studies
Business Administration
Or a related field
Minimum 3 years of relevant HR experience in a similar HR business partner or strategic HR advisory role.
Experience guiding organizational and behavioral change processes.
Strong and up-to-date HR knowledge, including modern HR trends such as lean and agile working.
Experience operating in multiple HR roles, including advisor, coach, facilitator, and change leader.
Excellent stakeholder management and influencing skills.
Strong communication skills in both verbal and written Dutch.
Analytical, entrepreneurial, and solution-oriented mindset.
