Job Description

We are working closely alongside a Local Authority in Powys to assist with the appointment of a HR Business Partner Corporate, on a 2-month contract, highly likely to be extended at clients discretion. Please apply with your CV for immediate consideration.

Rate of Pay £21.84 - £28.84 per hour

The HR Business Partner will act as the lead specialist on organisational redesign and change management across the Council. The role will provide strategic HR support to programme and project managers, driving organisational and people performance improvements through effective workforce planning, restructuring, organisational development, and change initiatives.

Responsibilities:

  • Lead and provide specialist advice on organisational redesign and change management initiatives across Council services.
  • Advise managers on TUPE regulations, restructuring programmes, outsourcing projects, redundancies, and organisational change legislation.
  • Support and manage transformational change projects to improve service delivery and value for money.
  • Identify, assess, and mitigate HR risks associated with change programmes.
  • Act as the HR representative at formal hearings and appeal hearings.
  • Project manage HR aspects of organisational change and transformation projects.

Qualification:

  • Relevant degree qualification or equivalent relevant experience.

Essentials

  • Significant HR experience within a business partnering, organisational development, or change management environment.
  • Experience developing, writing, and implementing organisational redesign and restructuring plans.
  • Experience contributing to strategic workforce planning and organisational improvement programmes.
  • Strong understanding of organisational redesign, change management principles, and employment legislation.
  • Excellent communication, negotiation, influencing, and relationship-building skills.
