The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and storm water, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. The Bureau of Engineering Design & Construction (BEDC) currently has a portfolio of capital projects valued at $23.8B, and another $10.5B projected over the next 10-year commitment plan. The projects BEDC implements allows DEP as a whole to continue to operate and maintain an exemplary water supply system.
The Human Resources & Support (HR&S) division consists of two sections composed of Personnel Services and Administrative Support. Each section is responsible for promoting professional development and providing exceptional administrative customer services to BEDC employees.
BEDC seeks to hire a Strategic Initiative Specialist to serve as a Business Analyst for the Human Resources & Support (HRS) directorate, located at our headquarters in Queens, NY. Under executive direction, and with broad latitude for independent action and decision, the selected candidate will be responsible for creating and advancing data-informed strategic initiatives to support bureau operations, workforce planning, and organizational development. The Analyst will assess operational requirements and translate them into technical specifications for reports, dashboards, data models, and database structures, while working closely with Senior Leadership and HRS program staff to identify project needs and develop functional and visual tools within the bureau’s HR System. The Analyst will be responsible for preparing daily HR operational reports and providing critical statistical analyses to report to the Executive Team and the Commissioner’s Office. They will also manage data across Personnel, Training and Travel, Procurement, Fleet, and other HRS-managed programs using agency-supported technologies such as Power BI and SQL to capture, manipulate and report data. They will be responsible for developing Workforce development reports to support bureau-wide staff development planning; conduct analyses of job titles, roles, and competencies to recommend training, certification, and licensing needs; and analyze workforce trends, including but not limited to attrition and turnover, to support succession planning and long-term staffing strategies. They will create a comprehensive staff development plan to identify organizational gaps and operational inefficiencies. The Analyst will also provide technical support for the design, development, implementation, enhancement, and maintenance of web-based and database management systems. They will participate in meetings with Bureau Directors, Hiring Managers, representatives of the Commissioner’s Office, and the Bureau of Organizational Development and Human Resources. The selected candidate will also assist with recruitment initiatives and process personnel actions based on operating needs and salary revisions. They will perform year-round pre-emptive audits of staff licenses, work locations, Tasks & Standards and other personnel information to ensure compliance. Lastly, the selected candidate may be assigned special projects, as needed.

- Experience gathering requirement from project teams and management for their needs
- Experience in building Dashboards and reports using SSRS and Power BI for large datasets to generate reports
- Demonstrates a collaborative and team approach. Experience helping foster a positive team environment in which members participate, respect and cooperate with each other to receive desired results.
- Preferences will be given to candidates with computer proficiency, including Microsoft Office Suite products (Word, Excel, Access, Visio and PowerPoint) and Adobe Systems.
- Ability to multi-task, prioritize, and manage time effectively
