Job Description

GenericResponsibilities:

  1. Linemanagementresponsibilitiesfor directlyreportingstaff.Thisincludesthe

    • Performancemanagement process;settingcleargoals aligned tocountry strategy and priorities, and tofollow up and support staff’s achievement.

    • Responsiblefor key processes asworkforceplanning,recruitment, staffinductionanddevelopment and ensure Duty of Care for own staff

  2. EnsurecompliancewithNRCpolicies,handbooks,andguidelines,andwithNational Laws.

  3. EnsurecompliancewithHRFunctionstrategy,tools,handbooks,guidelines,and standards.

  4. Providetechnicalsupportandcapacitybuildingforthestaff.

  5. Monitor theprogressof teamactivitiesandensuretheyareimplementedaccordingtostandards.

  6. ImplementcomplexsystemsandproceduresinlinewithNRCpolicies,SOPs,andhandbooks.

  7. Assess,promote,anddocumentideasfortechnicalimprovementandfurtherprogramdevelopmentoptions.

  8. ImplementandtrainstaffonNRCHRpoliciesandproceduresandimplementthedelegatedHumanResources function portfolio according to the plan of action.

  1. Promotetherightsofinternally displaced/returnees, inlinewiththeadvocacystrategy.

  2. ActivelypromotePSEA(ProtectionfromSexualExploitationandAbuse)standards&principleswithinNRC and amongst beneficiaries served by NRC.

  3. Complianceandadherenceto NRCpolicies,guidance andprocedures,(if afunctionrole)anda specific responsibility for the functions policies and procedures

Specificresponsibilities:

  • AdviselinemanagersandstaffontheimplementationofNRCHRpoliciesandprocedures.

  • ManageallnationalstaffrecruitmentsinwestandcentralDarfurincludingreviewingJDstoensureinline withNRCstandards,postingadvertisements,coordinatingtestsandinterviews,representingHRonthe interview panel, compiling recruitment reports, requesting references

  • EnsuringthatNRCPeopleNRC’srecruitmenttoolandstaffmanagementtoolisupdatedinatimelymanner.

  • Responsible fortheonboardingofnewstaffinwestandcentralDarfur

  • ResponsibleforensuringgooddatamanagementofwestandcentralDarfurstaff,ensuringNRCPeopleis updatedin atimelymannerfor changesrelatedwestandcentralDarfur basedstaff, andpromotinga culture of data protection.

  • DisseminatingHRinformation andmessagestoallstaffundertheirareaofresponsibility

  • Provideadvicetolinemanagersandstaffonworkanddevelopmentplansandgeneralperformance management.

  • ResponsibleforcompletingtheHRinduction ofallnationalstaffinwestandcentralDarfur

  • EnsuringalldocumentationrelatedtostaffinwestandcentralDarfur Officeisproperly filedontheNRC Area filing tree.

  • EnsureNRCleavetrackingandattendancesystemmonitoringareimplementedin accordancewithpolicies for all NRC Nyala Office staff.

  • ResponsibleforpreparingandcheckingpayrollwithinthedeadlineforNRC westandcentralDarfurOffice staff.

  • Supportwithfact-findinganddisciplinaryprocesseswhenrequired.

  • Managementof all premisesoffices andguesthouseincludingpreparationpaymentofrents, and addressing issues with landlords

  • Checkshealthandsafetystandardsofoffices&guesthouses(accordingtoMOSSandMORSS)in collaboration with theHealth & Safety Security Officer

  • Managementofofficesandguesthouseatarealevel,includingsupervisionofstaffassignedtopremises, cleaning, maintenance andrepairs including equipment/furniture, processing payment of water/waste bills, ensuringfunctioningandsecuringofficeequipment’s,provisionofofficeandensureadequatesupplyof stationery and office supplies

  • Arrangeaccommodationforvisitorsandstaffintheguesthouse.

  • To maintaintheincentiveworkersrecords in thelinewith NRCrelatedstandardoperation procedures (SOP).

  • Tofacilitateandadvisestaffonthelocalmedicalinsuranceandverificationofmedicalreimbursement

  • Anyothertasksasrequestedbythelinemanager.

Genericprofessionalcompetencies:

  • ExperienceworkinginHRina Humanitarian/Recoverycontext.

    • PreviousexperienceworkingincomplexandvolatilecontextsinHumanitarianorganizations

    • Knowledgeofownleadership skills/profile.

    • FluencyinEnglish, andArabicbothwrittenandverbal

Contextrelatedskills,knowledgeandexperience:

  • Bachelor’sdegreeorequivalentinHRorbusinessmanagement

    • Minimum 3or 4yearsofexperienceinasimilarHRroleinHumanitarian organizations

    • ProficientinMSOfficeApplicationsspecificallyOutlook,Word,Excel

    • ExtensiveexperienceworkingwithHRonlinesystems.

    • Excellentwritingand reportingskills

    • Provenexperience in interviewing at all levels

The Norwegian Refugee Council (NRC) is an independent humanitarian organisation helping people forced to flee.

We protect displaced people and support them as they build a new future. We started our relief efforts after World War Two. Today, we work in both new and protracted crises across 40 countries.
